Human Resources Manager Performs full-performance level work monitoring surveillance systems and managing real-time information to support public safety operations. This role actively identifies in-progress incidents, communicates with field personnel via radio and phone, coordinates emergency response, and manages digital evidence. Operates within the Arvada Real Time Information Center (ARTIC) to enhance situational awareness and safety for the community and first responders.
Essential Job Functions
Proactively monitors the camera systems for public safety situations that are equal in priority to designated calls for service and communicates such situations upon observation.
Proactively identify suspicious activity or in-progress crimes and communicate with field units in real time.
Operate police radios, telephones, and CAD systems to coordinate response and relay critical information.
Support special events, large gatherings, or covert operations by coordinating video and communication feeds.
Sets up and operates command posts; and provides video monitoring of activities during special events, protests, and large gatherings.
Responsible for editing, converting, and organizing digital media for multiple audiences.
Responsible for retrieving, editing, and preparing digital evidence for use in investigations, court proceedings, public records requests, and external agency use.
Maintains custody, security, retention, and proper storage of all digital media classified as digital evidence; ensures accurate uploading and documentation while providing follow-up with officers to verify chain of custody is properly established and maintained.
Prepares written reports with clearly organized thoughts using proper sentence structure, punctuation, and grammar that meets police report writing guidelines.
Provides court testimony on the validity and authenticity of the video footage.
Utilize systems such as CAD, RMS, CJIS, and NCIC to input and retrieve law enforcement data.
Responsible for monitoring public facility alarms and surveillance systems.
Develop weekly crime trend reports and briefings to support police operations.
Provide technical support during assigned shifts for ARTIC hardware/software issues.
Attend mandatory department meetings, training, and community outreach events.
Maintain familiarity with emerging technologies in surveillance and law enforcement data systems; recommend improvements or updates as needed.
Works with users, Arvada IT, and software vendors to promptly resolve issues related to video/audio upload, download, software, tools, and practices, and makes necessary improvements for efficient and accurate processes.
Travels to and attends team and organizational meetings, training, events and activities and appropriately and professionally represents the department.
Deploy and operate Drone as First Responder (DFR) when appropriate within its response area.
Other Job Functions Perform other related duties as assigned.
Knowledge, Skills & Abilities
Basic knowledge of law enforcement operations, tactics, terminology, and emergency protocols.
Basic knowledge of public safety communications (e.g., dispatching, CAD, radio systems).
Basic knowledge of surveillance systems and digital video management.
Basic knowledge of State and federal criminal justice systems (e.g., CJIS, NCIC).
Basic video editing software and digital file management.
Basic knowledge of confidentiality laws and evidence handling best practices.
Ability to analyze visual and digital data for rapid response and decision-making.
Ability to operate complex technical systems under pressure.
Ability to communicate clearly, calmly, and effectively under stress.
Ability to multitask and prioritize high volumes of information quickly and accurately.
Maintain attention to detail while managing time-sensitive tasks.
Ability to interpret maps and assist with field navigation.
Ability to maintain composure in emergency situations.
Ability to effectively communicate information, both verbally and in writing, to support organizational objectives and interact with all levels of personnel within the city in a positive and cooperative manner.
Ability to exercise good judgment and make sound decisions on an independent basis, with minimal supervision.
Ability to Uphold confidentiality and exercise discretion.
Knowledge Skills Abilities Preferred
Experience with body-worn camera systems and related evidence platforms.
Background in digital media or forensic video analysis.
Familiarity with public records laws and requirements.
Knowledge of law enforcement policies and municipal regulations.
Licenses & Certifications
Ability to obtain the NCIC/CCIC certification.
A valid Colorado driver’s license and acceptable driving record is preferred.
FAA Part 107 certification preferred or ability to obtain within first year.
Education Degree
High School Diploma or GED required.

Two (2) years of experience in law enforcement support, public safety communications, or video surveillance.
One (1) year of experience with documentation, inventory systems, and customer service.
Work Experience Preferred
Digital media and evidence handling experience.
Other Requirements
Must successfully pass a polygraph examination, drug screening, and comprehensive background investigation.
Must be willing and able to work flexible hours, including nights, weekends, and holidays as assigned.
Physical Demands
Minimal physical effort typically found in clerical work. Primarily sedentary, may occasionally lift and carry light objects. Walking and/or standing as needed and minimal.
Minimal exposure to hazards are typically found in general office environment where there is rarely to no exposure to injury or accident
