Program Manager (PM) II

in Blackstone, VA. The PM II will ensure delivery of all performance under the contract and subordinate task orders. The PM will directly supervise and oversee all Site Managers, DPM, Recruiter, Program Financial Analyst, and contractor Program Management Office (PMO), ensuring quality recruiting, hiring, personnel management, and support of all personnel under the contract. Places of performance include SA-11, FASTC, SA-7, other USG facilities, and contractor office as required. This opportunity is contingent upon potential contract award and may require a signed letter of intent. If awarded, another position posting will be available on the Company Careers portal. Responsibilities:

Serve as the focal point for all contractor functions related to contract performance. Interact weekly with Contracting Officer, Contracting Officer’s Representative, and Government Technical Monitors to ensure performance levels. Supervise and direct ongoing strategies to mitigate risk and maintain operational continuity per contract and task order requirements. Advise and assist on the technical scope of the contract. Oversee human resource objectives, including recruiting, selecting, developing, and managing personnel. Plan and review compensation, enforce policies and procedures. Ensure timely and accurate reporting, personnel provision, and contract requirement implementation. Manage planning, scheduling, and organization of contractor personnel. Coordinate professional development training for personnel. Oversee on-time delivery, invoicing, and fiscal management functions. Review and address contractor personnel behavior reflecting on the Department of State or contract company. Compensation:

Pay rate: $124,760 to $156,397 annually. Minimum Qualifications:

Bachelor’s degree in Business, Management, or Security Administration related field. At least 25 years of professional experience, including 15 managing large government programs. Minimum of 6 years as a senior program manager responsible for government contracts. At least 15 years of leadership/supervisory experience handling Diversity Initiatives, HR, and EEO issues in a government workforce setting. Security Clearance: Top Secret. Experience managing contracts over $30 million annually with a workforce of over 250 personnel. Knowledge of Department of State policies and procedures domestically and abroad. Experience with security operations of U.S. Embassies and Consulates. Proven ability in planning, evaluating, analyzing, and implementing government programs. Experience as an instructor or manager of adult education programs for security professionals. Excellent oral and written communication skills, capable of conveying solutions effectively to contractor and government audiences.
