Program Manager (PM) I

in Blackstone, VA. The PM I will ensure the delivery of all performance under the contract and subordinate task orders. The PM will directly supervise and oversee all Site Managers, DPM, Recruiter, Program Financial Analyst, and contractor Program Management Office (PMO), ensuring quality recruiting, hiring, personnel management, and support for all personnel under the contract. Places of performance include SA-11, FASTC, SA-7, other USG facilities, and the contractor's office as required. This opportunity is contingent upon a

potential contract award . Consideration for this contract may require a signed letter of intent. If awarded, a subsequent position posting will be available on the Company Careers portal. Responsibilities:

Serve as the focal point for all contractor functions related to contract performance. Interact weekly with Contracting Officer, Contracting Officer’s Representative, and Government Technical Monitors to ensure performance levels. Supervise and direct strategies to mitigate risk and maintain operational continuity as per contract and task order requirements. Advise and assist regarding the technical scope of the contract. Oversee human resource objectives, including recruiting, selecting, onboarding, developing, counseling, and disciplining employees. Plan and review compensation actions, enforce policies and procedures. Ensure timely and accurate reporting, staffing, and implementation of contract SOW requirements. Manage planning, scheduling, and organization of all contractor personnel. Coordinate professional development training for personnel. Oversee on-time delivery, invoicing, and fiscal management functions. Review and address contractor personnel behavior to uphold Department of State and contract integrity. Qualifications:

Bachelor’s degree in Business, Management, or Security Administration related field. Minimum of 15 years of professional experience, including 5 managing large government programs. At least 2 years as a senior program manager responsible for government contracts. At least 5 years of leadership and supervisory experience, including handling Diversity Initiatives, HR, and EEO issues in a government workforce. Security Clearance: Top Secret. Experience managing contracts over $10 million annually and overseeing 50+ personnel. Knowledge of Department of State policies and procedures domestically and internationally. Experience with security operations at U.S. Embassies and Consulates. Proven ability in planning, evaluating, analyzing, and implementing government programs. Experience as an instructor or manager of adult security training programs. Excellent communication skills, both oral and written, capable of conveying solutions effectively to contractor and government stakeholders.
