APD Expert (Federal Funding Specialist for HHS & FNS) - Specialist Level II
Duration:
23 months (2/26/27) Location:
Albany, NY (50% Onsite) This will be a part-time position (20 hrs./week); but will need to work full-time hours during the creation and submission of the APD.
Role Summary:
The
APD Expert
is responsible for securing and managing federal funding for
IT modernization
projects supporting
HHS (Health and Human Services) and FNS (Food and Nutrition Service) programs
such as
SNAP, WIC, and Child Nutrition Programs . This role ensures compliance with federal cost-sharing requirements, leads the development of
Advance Planning Documents (APDs) , and collaborates with
federal and state stakeholders
to optimize funding opportunities.
Key Responsibilities:
Develop and submit APDs:
Lead the creation, submission, and approval of
Planning, Implementation, and Operational APDs (PAPD, IAPD, OAPD)
for federally funded projects. Ensure compliance with funding rules:
Adhere to
HHS and FNS regulations , including
OMB Circular A-87 (2 CFR Part 225)
and
42 CFR 433.112 , ensuring proper cost allocation and federal cost-sharing eligibility. Engage with federal agencies:
Serve as the
primary liaison
with
HHS and FNS
to secure funding approvals, address compliance concerns, and manage required updates. Financial tracking & reporting:
Monitor federal and state expenditures, track project funding utilization, and prepare
monthly, quarterly, and annual reports
for federal agencies. Support IT modernization efforts:
Work with program and IT teams to
justify funding
for
system upgrades, eligibility platforms, and data integration efforts . Coordinate with stakeholders:
Collaborate with
C-level executives, finance teams, IT teams, and program leaders
to align funding strategies with
state and federal priorities . Process improvement & compliance audits:
Maintain
audit-ready
documentation and improve internal APD submission processes to enhance
efficiency and federal funding success .
Mandatory Qualifications (Must-Have):
APD Process Management (5+ years):
Experience
developing, submitting, and securing approvals
for APDs related to federally funded
IT modernization
or public assistance programs. Federal Funding & Compliance Expertise (5+ years):
Strong knowledge of
HHS and FNS funding rules , including
OMB Circular A-87 and 42 CFR 433.112 , to ensure compliance with federal cost-sharing policies. Government Liaison & Stakeholder Engagement (5+ years):
Direct experience working with
HHS, FNS, or other federal agencies
to secure funding, respond to federal reviews, and manage compliance requirements.
Desirable Qualifications (Nice-to-Have):
IT Modernization & System Implementation (3+ years):
Experience supporting
technology upgrades
for
SNAP, WIC, Child Nutrition Programs , or similar public assistance systems. Financial Tracking & Cost Allocation (3+ years):
Expertise in
budget planning, cost allocation principles, and financial reporting
for federally funded projects. Project Management & Process Improvement (3+ years):
Experience leading
large-scale funding initiatives , improving
APD workflows , and ensuring projects stay
on time and within budget .
