Base pay range $73,939.00/yr - $96,116.00/yr

Summary Position is eligible for the Education Debt Reduction Program (EDRP) - a student loan payment reimbursement program. You must meet specific eligibility requirements per VHA policy and submit your EDRP application within four months of appointment. Program Approval - award amount (up to $200,000) and eligibility period (one to five years) are determined by the VHA Education Loan Repayment Services program office after review of the EDRP application. Former EDRP participants ineligible to apply.

Qualifications Basic Requirements:

United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy

Education

Hold a master's or doctoral degree in: Clinical Mental Health Counseling, Clinical Rehabilitation Counseling, Clinical Mental Health Counseling and Clinical Rehabilitation Counseling, or a related field

From a program accredited by the Council on Accreditation of Counseling and Related Educational Programs (CACREP)

Examples of related mental health counseling fields include – but are not limited to – Addiction Counseling, Community Counseling, Gerontology Counseling, Marital - Couple - and Family Counseling

CACREP defines the date when graduates are considered to have graduated from a CACREP accredited program

NOTE: Traditional Rehabilitation counseling programs that are accredited by CACREP do not meet the LPMHC qualification standards

Licensure

Persons hired or reassigned to LPMHC positions in the GS-0183 series in VHA must hold a full-current and unrestricted license to independently practice as a Licensed Professional Mental Health Counselor, including diagnosis and treatment.

Exception: VHA may waive the licensure requirement for persons who are otherwise qualified - pending completion of state prerequisites for licensure (up to the full performance level).

For grade levels at or above the full performance level - the candidate must be licensed. The appointing official may waive licensure for up to 3 years for an LPMHC who provides care under the clinical supervision of a licensed LPMHC Senior staff member.

The Human Resources Office will provide unlicensed LPMHC written notice of the licensure requirement, deadline, and consequences for not obtaining licensure.

Grandfather Provision: All persons employed in VHA as an LPMHC on the effective date of this qualification standard are considered to have met all qualification requirements for the grade held.

English Language Proficiency: LPMHCs must be proficient in spoken and written English

Grade Determinations: In addition to the basic requirements, candidates for GS-11 must have at least one year of post-master's or post-doctoral experience and must be licensed to practice independently and demonstrate KSAs.

Demonstrated knowledge, skills, and abilities include ability to evaluate and determine treatment plans, advanced counseling skills, crisis intervention, multicultural counseling skills, DSM usage, and capability to provide complex psychotherapy and supervision as applicable.

Preferred Experience: 2 years in a general setting; Texas license with supervisor credential; experience with Veteran/Military populations; experience with interdisciplinary teams; experience with time-limited, evidence-based psychotherapy

Physical Requirements: The work is sedentary with occasional movement between offices, walking/standing, and travel to meetings.

Duties

The LPMHC's primary duties involve initial assessment and brief psychological treatment for Veterans with a wide range of co-occurring disorders, including anxiety, PTSD, depression, substance use, and complex medical conditions.

The LPMHC is a member of an interdisciplinary MHC team and provides evidence-based individual, couples, and group psychotherapy to veterans.

The incumbent will perform a variety of duties, including but not limited to assessment of psychosocial functioning; formulation, implementation, and re-evaluation of treatment plans; use of testing measures where appropriate.

Provides counseling and/or psychotherapy services to individuals, groups, couples, and families in a culturally competent manner.

Demonstrates knowledge of applicable statutes, ethics, and regulations affecting professional practice.

Ability to assist clients in informed treatment decisions, including limits of confidentiality.

Demonstrates skill in computer software for drafting documents, data management, and clinical documentation.

Serves as the Mental Health Treatment Coordinator (MHTC) for assigned veterans.
