Overview
JOB TITLE: Chief Water Treatment Operator LOCATION: Dept. Public Works - Water Dept POSITION GRADE: Grade8 FLSA STATUS: Non-exempt, full-time, benefit-eligible WORK SCHEDULE: 40 hours per week, Mon-Fri; participation in town-wide emergencies and snow and ice removal operations required REPORTS TO: Water/Sewer Superintendent PAY RANGE: $33.87- $43.09 in 8 steps Town of Duxbury's Water/Sewer Department seeks qualified candidates for the full-time Chief Water Treatment Operator with Massachusetts Drinking Water Treatment Grade 2T Full Status Certification. This is a full-time, benefit-eligible position (40 hours per week, typically Monday-to-Friday) involved in the operation, maintenance, and repair of the water treatment plant and related systems. The position supervises subordinate water/sewer employees and performs related duties. Minimum qualifications include a High School diploma (or equivalent), valid Massachusetts Driver’s License, Massachusetts Drinking Water Treatment Grade 2T Full Status Certification, and Cross-Connection Surveyor/Tester certification. Responsibilities
Directs subordinate employees in the performance of tasks, ensuring safety, efficiency, and availability of tools, equipment, and materials. Schedules, assigns, directs, and checks daily and long-range work progress and provides related payroll reporting. Assists the Superintendent and Director in planning capital improvements, budget requests, tools and supplies. Prepares operational and administrative reports as necessary. Elevates issues or concerns to the Superintendent regarding subordinate employees, procedures, or policies. Acts as the Primary Operator of the public water supply. Maintains administrative records, plots underground structures, and maintains supplies for effective operation of the public water system. Prepares statistical and chemical dosage reports as required by the DEP and the Superintendent. Operates and maintains the Evergreen green sand filter plant and other pumping stations and treatment facilities. Operates pumps and chemical dosing equipment, reads instrumentation meters, and interprets readings. Performs tests to determine chemical dosage (pH, fluoride, chlorine, iron, manganese, etc.). Maintains records as required by state regulations and the Superintendent (e.g., daily pumpage, chemical dosage, well levels). Collects water quality samples (bacteria, lead, copper, VOCs, PCEs, THMs, HAA5s, SOCs). Operates and maintains standby engines and generators for uninterrupted service during power failures. Assists in the operation and maintenance of wastewater treatment facilities, lift stations, grinder pumps, and related systems. Accepts deliveries of bulk chemicals, supplies, and equipment. Plans, organizes, and coordinates work with private contractors and other Department Heads as needed. Trains new employees in performing assigned duties. Schedules requests for underground utility mark outs (Dig Safe). Supervises pressure tests, disinfection of water lines, and installation/maintenance of water meters and backflow prevention equipment. Inspects water/sewer mains and service installations. Performs and/or supervises fire hydrant maintenance and completes gate valve exercising and system flushing programs. Responsible for general repairs of water mains and service lines; performs trench inspections and installs new connections. Operates, maintains, and inspects standby engines and generators for continuous service. Accepts deliveries of supplies and equipment. Performs regular testing of backflow prevention devices and surveys facilities for cross connections. Assists with grounds maintenance and daily upkeep of facilities, including mowing, trimming, and related tasks. Participates in operation and maintenance of equipment and keeps daily maintenance records; cross-trains with other Water Department staff. Available for overtime and call-backs in emergencies and participates in town-wide snow and ice removal. Qualifications
Education and Experience: High school diploma or equivalent, five years of full-time work experience in water/sewer distribution and treatment, plus supervisory experience, or an equivalent combination of education, training, and experience. Special Requirements: Valid Massachusetts Driver’s License, Grade 3D-Distribution Drinking Water Supply Operator, Grade 2T Treatment certifications, Cross Connection Surveyor/Tester, CDL Class B license, and Hydraulics license. Knowledge, Abilities and Skill: Knowledge of laws and regulations pertaining to water/sewer distribution and treatment operations; strong supervisory and communication skills; ability to operate and maintain distribution and treatment equipment. Work Environment: Duties may involve exposure to noise, odors, chemicals, dust, weather, and outdoor conditions; work is performed indoors and outdoors. Occupational Risks: Potential risks from chemical exposure, physical strains, and other hazards; safety precautions and protective clothing may be required. Physical and Mental Requirements: Regular physical effort, including lifting up to 50 lbs., along with standing, walking, and manual dexterity; reasonable accommodations may be made.
