This is a full-time position within Epsilon Systems. Epsilon Systems is seeking a full time Project Manager II for Shipyard Services and Repair Department in Portsmouth, VA. Responsibilities

Plans, estimates, negotiates, staffs, manages work execution, and reconciles final billings on assigned projects. As the top decision maker on the project, resolves internal issues related to productive and safe project management. Leads the post-project review to capture lessons learned applicable to future projects. Meets or exceeds customers\' expectations for quality, productivity, and safety on projects; works with the customer to facilitate changes in project scope and cost. Resolves day-to-day issues with customers, owners, port authorities, and other stakeholders. Represents the company fairly and consistently when interacting with customers. Works closely with the Estimating Department to develop estimates for regional work. Interprets specifications, plans project sequencing, and coordinates project phases to prevent delays and avoid rework. Ensures that change order requests and CFRs are properly written and approved before submittal to the customer. Writes timely and accurate documentation of each job and contributes to final written specifications. Confers with supervision to resolve problems and improve processes and procedures. Plans, coordinates, and directs production activities for assigned projects. Through subordinate supervision, ensures appropriate daily project staffing. Monitors job progress to ensure manpower utilization and allocation meet requirements and bid expectations; makes necessary adjustments. At bid package preparation, collaborates with estimating; evaluates, sets up, and manages subcontracts for support work on awarded projects. Oversees and coordinates operations at the assigned worksite location. Establishes and maintains effective relationships with vendors, customers, and labor unions. Coordinates purchasing, shipping, and receiving processes for tools, equipment, and other products needed at the regional location. Identifies, assesses, and analyzes risks or issues that may affect project success; develops plans to remove or minimize risk. Able to work nights and weekends during peak workload periods or as required to ensure project success. Willing to travel and manage ship repair availabilities in remote, out-of-state locations for extended periods. Identifies changes in work scope to ensure planning accounts for customer inputs for reassessing, renegotiating, and amending scope of work, schedules, and budgets. Other duties necessary to complete assigned project(s) within time and budget constraints. Solely responsible for the health of projects and may manage multiple projects concurrently or sequentially. Responsible for safety, quality, scheduling, and budget of the project. Interpret, implement, augment, and execute Plan of Action and Milestones (POA&M) per project per NAVSEA Standard Items. May lead or participate in Shipcheck opportunities during estimating and bid phases of a project. Must be able to learn and use company proprietary software suites. Qualifications

High school diploma/equivalent. Bachelor's Degree (BS) / Associates in Engineering or Naval Architecture or a technical discipline related to ship maintenance, modernization, construction and repair preferred. PMP Certification preferred. Five years\' Project Management experience in ship maintenance, modernization, construction, and repair. Five to ten years of managerial or supervisory experience in engineering projects involving modernization, maintenance, installation, repair, or testing of naval HM&E or electronic systems/equipment. Current security clearance (SECRET) or ability to obtain one. U.S. Citizen required per government contractual requirements. Must be able to obtain/maintain clearances at various Hampton Roads locations (e.g., Norfolk Naval Base, Norfolk Naval Shipyard, major shipyards, Joint Expeditionary Base Little Creek Fort Story). Structural background preferred. Proficient in Microsoft Office (Word, PowerPoint, Project, Access, Publisher). Supervisory Requirements

Manages up to fifty employees, directly or via Foremen. Assesses and documents overall work performance of direct reports; provides feedback as needed. Ensures performance documentation is completed for all assigned project personnel. Identifies strengths and weaknesses of team members and recommends development activities. Knowledge

The PM should have demonstrated knowledge of Navy organizations (including Naval shipyards, Regional Maintenance Centers, and TYCOMs), shipyard operations, ship systems and their interactions. Knowledge of NAVSEA Standard Items and ability to adapt to Fiscal Year changes. Desired: experience with Hampton Roads area U.S. Navy and MSC vessels; experience with Continuous Maintenance and Emergent Availability preparations and close-outs (MARMC and MSC opportunities). Ability

ADA & Work Environment

The physical demands are light to moderate. Some lifting or assistance with heavy equipment may be required. Must be able to stand for extended periods, work in varying climates, travel as needed, and work any day/time to meet customer needs and deadlines.
