Job Summary This position coordinates collaborative planning and response efforts among hospitals, public health, emergency management, EMS, and other healthcare partners to build regional readiness and response capabilities. The Coordinator drives Healthcare Coalition planning, training, and information sharing under the ASPR Healthcare Preparedness Program (HPP) to ensure the region is equipped to respond collectively to emergencies that impact healthcare delivery and community health. The role works with internal and community partners to develop, test and operationalize emergency response plans that support our region and the statewide disaster planning activities.

The position falls within Clark County’s Program Coordinator I job classification and provides technical assistance to multijurisdictional partners across Southwest Washington and Washington state— including tribal, healthcare, and emergency management organizations. This is an exciting opportunity for a collaborative and mission-driven emergency management professional to strengthen public health and healthcare system resilience in Southwest Washington.

Responsibilities

Develop and implement emergency response plans for complex public health and healthcare incidents, including disease outbreaks, pandemics, biological or radiological threats, natural disasters, cyber incidents, and mass casualty events.

Collaborate with local, regional, tribal, and state partners to design, conduct, and evaluate training, drills, and exercises consistent with Homeland Security Exercise and Evaluation Program (HSEEP) standards.

Facilitate Healthcare Coalition activities by organizing meetings, maintaining work‑plans, and strengthening communication systems that enhance coordination and readiness across healthcare and public health partners.

Provide technical assistance and subject‑matter expertise to coalition members and department staff regarding preparedness systems, tools, and resources; conduct regional communication and radio drills to ensure interoperability.

Contribute to department policies and planning, serve on the Clark County Public Health Incident Management Team (IMT), and ensure equity and access are integrated throughout preparedness and response planning.

Administer federal grant programs and prepare reports for community partners, leadership, and improvement planning; advance projects aligned with Clark County Public Health’s mission and Public Health Emergency Preparedness (PHEP) capabilities.

Serve on the Clark County Public Health Incident Management Team (IMT) and assist regional or neighboring jurisdictions during emergency operations as needed.

Develop and facilitate training, exercises and drills to advance emergency response capabilities and staff preparedness.

Use personal computer and Microsoft Office software, e‑mail, electronic scheduling, and internet to accomplish job functions and develop systems to manage and maintain response activities.

Qualifications

Bachelor’s degree or equivalent education in emergency management, public health, healthcare, or a related field, and at least one year of directly applicable experience.

Combination of education and relevant experience totaling five (5) years is required; one year of education may substitute for one year of experience.

Relevant experience may include:

Emergency management or healthcare preparedness

Federal grant or program planning

Work with local, state, or tribal government agencies

Advancing equitable access to care through policy or planning

Service on an Incident Management Team (IMT)

Training development and facilitation

Planning for or responding to public health or healthcare emergencies

Experience responding to public health emergencies and or serving on an Incident Management Team (IMT).

Experience serving as a liaison and/or participating in healthcare coalition activities.

Convening cross‑jurisdictional partnerships.

Excellent communication, negotiation, and group facilitation skills.

Strong technical writing and response plan writing.

Experience developing and facilitating tabletop, functional and full‑scale exercises in alignment with NIMS and HSEEP standards.

Completed National Incident Management System and Incident Command System training (ICS‑100 through at least CSC‑700) or ability to complete within the first six months of hire.

Understanding of federal emergency management standards such as the National Strategy for Health Security and the Administration of Strategic Preparedness and Response and the Healthcare Preparedness Program.

Project management experience including planning, scheduling, monitoring, and problem solving.

Ability to analyze partner plans, develop coordination activities to support healthcare surge and patient movement during complex disasters, and write clear reports, memoranda, and effective response plans.

Experience developing and implementing continuous system improvement and evaluation activities.

Proficiency with personal computer, Microsoft Office, Smartsheet, and other relevant software.

Benefits and Compensation Salary Grade M3.200; Salary Range $33.87 – $47.40 per hour. Clark County provides a comprehensive benefits package including medical, vision and dental insurance, paid leave, flexible spending accounts, life insurance, long‑term disability, retirement, and deferred compensation.
