Responsibilities

Manage District Local Assistance Programs, including the Highway Bridge Program (HBP) and new federal programs under the Infrastructure Investment and Jobs Act (IIJA).

Review and approve project documentation to ensure compliance with federal and state regulations.

Act as subject‑matter expert for Disadvantaged Business Enterprise (DBE) and consultant selection.

Respond to audits from the Headquarters Division of Local Assistance, FHWA, and IOAI.

Serve as lead professional for the District Local Assistance Engineer (DLAE) when absent.

Collaborate regularly with partner agencies and Area Engineers to advance program objectives.

Minimum Requirements

Eligibility for hire determined by score on the Senior Transportation Engineer, CalTrans examination.

New to State candidates must be on the state examination list.

Valid driver’s license required when operating a State‑owned or leased vehicle.

Must meet the Minimum Qualifications stated in the Classification Specification (see attached Class Specification for details).

Describe your experience with Local Assistance Programs and familiarity with the Local Assistance Program Guidelines.

Describe your experience working with the Local Assistance Procedures Manual.

Provide examples of successful work with partner agencies, the Division of Local Assistance, federal agencies, consultants, and others to deliver federal‑aid projects, including lessons learned.

Provide examples of innovative approaches you have developed to improve project delivery.

Working Conditions Location: 3232 S. Higuera Street, San Luis Obispo, CA (base of operation). Employees may telework part‑time from a home office but are expected to maintain an in‑office presence as required. Field reviews outdoors and travel may be necessary.
