Under the general direction of the Town Manager and the policy direction of the Board of Health, provide leadership, strategic management, advocacy, and community engagement in the fields of public health administration, health education, and environmental sanitation; interpret and enforce the provisions of the State Sanitary Code, State Environmental Code and rules and regulations of the Andover Board of Health. Serve as a key leader within the Community Development & Planning Department and as a member of the Town’s senior leadership team.

Responsibilities

Responsible for the health, health programs, and sanitary conditions in the Town of Andover; enforce federal, state, and local public health laws, rules and regulations.

Prepare the division’s budget; develop division's goal and objectives; conduct performance management of all direct reports; recruit and train staff; maintain all public health records and prepare annual report of the Board of Health activities.

Support the Board of Health by making recommendations to and implementing decisions of the Board of Health on matters that pertain to public health and safety.

Review and, when appropriate, issue all health-related licenses and permits.

Engage, communicate with, and educate the public on matters related to public health.

Conduct health needs assessments/surveys and create baseline indicators for monitoring purposes; use data from assessments to inform the creation of programs and interventions.

Plan, direct, and evaluate public and environmental health programs, activities, and clinics to safeguard and improve the general health of the residents of the town.

Initiate enforcement proceedings in connection with environmental health violations; supervise, inspect and review the field work of the environmental health staff in the areas of sanitary code jurisdiction and environmental protection. Follow-up on complaints and inspections; monitor and sample environmental problems; conduct joint site inspections with state or federal assessment personnel.

Oversee sanitary inspections of private sewage disposal systems, municipal waste disposal, bathing and recreational areas and municipal water supplies; oversee the review of all sewage connection plans to make sure they comply with Title 5 of the State Sanitary Code.

Oversee inspections to determine lead paint levels, asbestos violations, hazardous spills, obnoxious odors, etc.; enforce regulations as required.

In conjunction with the Water Treatment Plant Superintendent, monitor public water quality and supplies; and advise and approve the use of private water wells.

Develop and implement plans for disease prevention and control. Oversee the investigation of reports of infections and communicable diseases and the orders of isolation and quarantine when necessary. Oversee public health nursing to ensure the efficacy of programs such as immunization clinics.

Oversee the inspection of all food establishments, including schools and nursing homes, in accordance with the provisions of state and federal requirements.

Investigate public health nuisances and sources of filth and air pollution; ensure elimination of unsanitary conditions and ensure correction of violations.

Manage various state, federal, and private grant programs, including the oversight of staff and programming; ensure appropriate record keeping and reporting.

Represent Andover in all regional public health work groups, including but not limited to the Greater River Valley Medical Reserve Corps (GRVMRC), Region 3B Emergency Preparedness Group, Middlesex-Essex Public Health Coalition (MEPHC), Northeast Massachusetts Mosquito Control & Wetlands Management District (NEMCWMD) and Healthy Communities Tobacco Control Program.

Coordinate Emergency Preparedness planning, exercise, and response, including but not limited to: participation in the Town Emergency Management Working Group, development of Mass Immunization Plans, Volunteer Management, Public Health Mutual Aid, and hazardous material spill response.

Review and analyze legislation and submit recommendations for legislative consideration.

Perform related duties as required.

Qualifications

Ability to recognize Town-wide priorities and work cooperatively across departments to support accomplishment as part of the Town Manager's senior leadership team.

Thorough knowledge of the laws, rules and regulations pertaining to public health and sanitation.

Thorough knowledge of current inspection and control procedures.

Extensive knowledge of Title 5, Massachusetts septic system rules and regulations.

Ability to enforce and interpret regulations firmly, tactfully and impartially.

Ability to conceptualize and operationalize goals and objectives for the division.

Leadership, planning, management, organizational and supervisory skills.

Ability to communicate effectively both orally and in writing; to establish positive public relations for the Town and the division; and to interact effectively with a wide variety of people.

Ability to use general office computer software, permitting and inspectional applications.

Education and Experience

Master’s Degree in a relevant field and 5 years of experience in public health, environmental health, public health nursing, or related field, or any equivalent combination of education and experience.

Must be a Massachusetts Registered Sanitarian (RS) or Registered Environmental Health Specialist (REHS), or obtain within 1 year of hire.

Must be a Massachusetts Certified Health Officer (CHO) or obtain within 3 years of hire.

Must be trained in Incident Command Systems to the IC 200 level; must obtain IC 300 within 1 year of hire, and IC 400 within 2 years of hire.

Must be a Massachusetts Licensed Soil Evaluator.

Supervisory Responsibility Supervises 5 or more full-time equivalent staff.

Physical Elements

Half of time spent in normal office setting. Remainder of time spent working in the field.

Duties involve exposure to disagreeable factors, communicable diseases, extremes in temperature and varying weather conditions.

Use computer keyboard and other standard office equipment requiring eye-hand coordination and finger dexterity. Operate specialized testing equipment.

Involves travel to meetings and other communities, as well as to inspection sites.

Involves attendance at evening and weekend meetings.
