Role Summary We are seeking a skilled Project Controls Specialist to provide cost and schedule management for large-scale plastics recycling facility projects. This role supports the delivery of advanced recycling (AR) and traditional recycling plants by ensuring that project budgets, forecasts, and schedules are accurately developed, maintained, and reported. The specialist will work closely with engineering, procurement, construction (EPC) partners, and the owner's team to drive transparency, accountability, and performance across all project phases.
Key Responsibilities Cost Control
Establish and maintain project cost breakdown structures (CBS) aligned with industry standards (AACE, CSI, PMBOK).
Prepare and manage cost estimates, budgets, cash flows, and funding requests for multi-year capital projects.
Track commitments, accruals, and actuals against approved budgets.
Perform variance analysis and identify cost drivers; recommend corrective actions when required.
Support change management by analyzing cost impacts of scope changes, trends, and claims.
Prepare monthly cost reports, owner dashboards, and executive summaries.
Scheduling
Develop and maintain integrated project schedules (Level 1–4) covering engineering, procurement, construction, commissioning, and startup activities.
Ensure alignment of contractor schedules with owner-level milestones and overall project execution strategy.
Perform critical path and float analysis to identify risks and recovery opportunities.
Support progress measurement and earned value management (EVM) to track discipline-level progress.
Provide "what-if" scenarios to evaluate the impact of changes and delays.
Reporting & Integration
Deliver consolidated cost and schedule status reports for internal management and external stakeholders.
Facilitate alignment between EPC contractors, equipment vendors, and the owner's project team.
Support risk analysis by incorporating cost and schedule risk assessments into forecasts.
Contribute to developing and standardizing project controls procedures and reporting frameworks for recycling projects.
Support cross-functional teams working to develop automated reporting including cost reports and project dashboards.
Qualifications Education & Experience
Bachelor’s degree in Engineering, Construction Management, Finance, or related discipline.
5+ years of experience in project controls within EPC, industrial, or large capital project environments. Experience in plastics recycling, petrochemical, or related process industries preferred.
Demonstrated capability in both cost control and scheduling.
Experience using PowerBI is preferred.
Technical Skills
Proficiency in Primavera P6 and MS Project.
Strong Excel skills and experience with project cost tools (EcoSys, Prism, or ERP systems such as SAP or Dynamics 365).
Knowledge of earned value management (EVM), AACE scheduling standards, and cost forecasting methodologies.
Competencies
Strong analytical and problem-solving ability.
Effective communicator able to interface with EPC contractors, vendors, and owner leadership.
Detail-oriented with a focus on accuracy and risk awareness.

Position Mechanics Reports to: Project Controls and Administration Manager
Type: Exempt; Full-time
Work Hours: Flexible, but must be available 8:00-5:00, Monday to Friday with occasional evening and weekend work.
Location: The Woodlands, Texas
Work environment: Primarily office environment but may also work in an industrial environment at times where the use of PPE is required.
Travel: Less than 25% as needed to meet with members and attend off-site meetings
Physical Demand is substantially that of an office environment. Occasional lifting and manual work.
Must be legally authorized to work in the U.S. without sponsorship for employment visa status.
