Base Pay Range $65.00/hr - $80.00/hr
Role Description We are seeking a
full‑time Owner’s Advisor
to provide technical and management support for multiple collaborative delivery projects, including Design‑Build, Progressive Design‑Build, and Construction Manager at Risk (CMAR) contracts.
The Owner’s Advisor will support project planning, preconstruction coordination, and construction oversight to ensure that the design, cost, schedule, and quality align with the owner’s objectives. This position will require strong leadership, communication, and coordination skills, as the Advisor will act as the primary liaison among design teams, contractors, and owner representatives.
This is an
on‑site
position, and staff should expect to report to project locations five (5) days a week.
Key Responsibilities
Support the owner in evaluating project delivery methods and developing technical requirements for RFQs/RFPs.
Review contractor submittals for compliance with contractual, technical, and quality requirements.
Manage Requests for Information (RFIs) and keep the owner informed about potential changes to cost, time, or scope.
Attend and facilitate design coordination meetings, ensuring alignment among design teams, contractors, and permitting agencies.
Review design packages, constructability analyses, and value engineering recommendations.
Evaluate contractor self‑performance requests, procurement plans, and Guaranteed Maximum Price (GMP) proposals.
Monitor construction progress, costs, and schedule performance, providing regular updates to the owner.
Observe field activities and perform inspections to verify compliance with design documents and quality standards.
Support commissioning and testing activities, including review of inspection and test plans.
Assist with substantial and final completion reviews and coordinate issue resolution and documentation.
Knowledge, Skills, and Abilities
In-depth understanding of alternative project delivery methods (DB, PDB, CMAR).
Comprehensive knowledge of construction processes, QA/QC procedures, and materials used in water/wastewater projects.
Ability to read and interpret design drawings, specifications, and test reports.
Strong analytical, problem‑solving, and organizational skills.
Excellent communication and interpersonal abilities, with experience engaging multiple stakeholder groups.
Education and Experience
Bachelor’s degree in Engineering from an ABET‑accredited program.
12+ years of experience on multi‑discipline construction projects, including large‑scale infrastructure or treatment facilities.
Professional Engineer (PE) license preferred.
Design‑Build Professional (DBIA) certification preferred.
Experience in operational water/wastewater facilities strongly desired.
Proficiency in Microsoft Office Suite; experience with AutoDesk and engineering calculation software preferred.
Compensation Salary will be commensurate with experience and qualifications.
