Job Summary
As a Project Manager in the Engineering & Project Management division of the Collier County Water & Sewer District, you will manage and coordinate general construction and/or technical projects. Projects at this level may be smaller in scope and/or under the supervision of an experienced Project Manager.
Essential Functions
Provide direction, guidance, and assistance to contractors and work crews on routine projects; coordinate daily work activities and monitor status of work in progress.
Inspect completed work, ensure compliance with all applicable codes, laws, rules, regulations, standards, policies, and safety procedures.
Interpret construction plans and specifications, research code books as needed, and initiate corrective actions for deviations or violations.
Consult with Division management or other officials to review status, resolve problems, and provide recommendations.
Review construction plans, designs, and specifications; develop designs, drawings, or maps for proposed or approved projects; recommend improvements or design strategies.
Prepare and administer project budgets, submit justifications for budget requests, and monitor expenditures to ensure compliance.
Prepare project schedules and monitor progress against established schedules.
Coordinate bidding and contracting of services; prepare RFPs, bid packages, pre‑bid and pre‑construction meetings, negotiations, and contract language.
Coordinate acquisition and maintenance of required permits, research federal, state, and local code requirements, and coordinate efforts between divisions, consultants, and other agencies.
Oversee, administer, and coordinate work performed by consultants, contractors, or other service providers; review invoices and payment requests.
Perform technical work supporting business applications, including planning, design, analysis, implementation, integration, and management of technical systems.
Manage projects during design and construction phases; attend progress meetings; process change orders, purchase order requisitions, work orders, and invoices.
Conduct inspections, maintain records to ensure quality control, and coordinate final inspections and project acceptance with other County divisions or government agencies.
Prepare executive summaries for presentation to the Board of County Commissioners, Planning Commission, or other officials.
Provide technical advice and assistance regarding engineering, project management, and design/construction activities to contractors, consultants, County staff, public agencies, or others.
Coordinate projects and work activities with other divisions, consultants, contractors, sub‑contractors, utility companies, state agencies, and outside agencies.
Coordinate public education activities relating to Division projects, including resident traffic teams and development of press releases.
Participate in legal activities related to projects, attend hearings and provide depositions, and meet with County Attorneys.
Perform other related duties as required, including work during undeclared or declared emergencies on an as‑needed basis.
Minimum Qualifications
Bachelor’s degree in a related field required.
One (1) year of related experience preferred.
Candidates without a related degree should possess four (4) years of related experience.
Fingerprinting required.
Licenses / Certificates
May be required to possess and maintain a valid Florida Driver’s License with any applicable endorsement(s) to drive a County vehicle.
