Job Description The Nebraska Department of Labor (NDOL) has a great opportunity to join the agency as Paralegal II. We are looking for an organized, detail oriented, self-starter to assist NDOL attorneys with legal research, scheduling and assisting with investigations, drafting and filing pleadings, docketing and monitoring all casework. This person must be organized, detail oriented and be a self-starter.

Examples of Work

Litigation (county courts, state district courts, US Bankruptcy Court, Court of Appeals and Nebraska Supreme Court) (research, draft and file pleadings, schedule hearings, prepare and file exhibits, order and file bills of exceptions, summarize transcripts, etc.)

Agreements (draft agreements, solicit comments, meet with staff, finalize documents, obtain signatures, track).

Administrative Hearings (draft pleadings, file pleadings, prepare and file exhibits, enter appearances, track cases, keep staff updated, etc.)

Requests for Information (review and validate requests, gather documents, issue invoices, process payments, release documents, etc.)

State Tax Liens (review requests, draft and file STL's, continuances, amendments, subordinations and terminations)

State Personnel, NEOC, EEOC (set up interviews, participate in investigation of facts, draft responses and other pleadings, file responses, and monitor cases)

Benefits Waiver Extension Requests (review requests, draft approval and denial letters, issue approval and denial letters)

Legislation (assist with monitoring legislation that affects NDOL, notify EBoard of hearings, notify USDOL of pending legislation, issue daily updates to EBoard, file monthly reports with USDOL, update law books)

Regulations (assist in drafting regulations, notify Governor's office of proposed regulation, schedule public hearings, attend public hearings, finalize regulations, obtain approval signatures from Attorney General, Governor and Secretary of State)

Bills and Invoices (verify billings and invoices, obtain approval to pay, submit for payment)

Reports (file daily, weekly, monthly, quarterly and annual reports)

Supervision (Office support staff, Paralegal I and Administrative Specialist)

Coordinate legal team including all deadlines

Requirements / Qualifications Minimum Qualifications: Associate degree in Paralegal Studies from an American Bar Association (ABA) approved program at an accredited college or successful completion of a program at an ABA approved paralegal institute. Experience may be substituted for education on a year for year basis.

Preferred Qualifications: Familiar with a variety of IT solutions including federal and state electronic court filing systems and web-based systems. Position will require use of all Microsoft Office solutions and expertise in all is preferred. Familiarity with explaining legal and business requirements to IT professionals is preferred. Bilingual Spanish preferred.

Other: Microsoft word, excel, access, powerpoint, outlook. Virtual Conference software (webex, teams, zoom, etc.). Cloud-based Work Operating System (Monday.com).

Knowledge, skills and abilities: Knowledge of State and federal statutory and case law and constitutional provisions pertinent to agency programs; agency rules, regulations, policies and procedures; goals, scope, and impact of agency programs; the agency organizational structure, functional relationships, and legal processes of the courts and legislative/administrative bodies in Nebraska; the principles and practices of criminal and civil law administration; judicial procedures and rules of evidence; the principles and practices of legal research; the techniques of preparing and drafting legal documents and forms; legal terminology.

Ability to: interpret and apply statutes, case law, decisions of a court/administrative hearing, and administrative rules and policies; supervise technical and support personnel, prepare and communicate orally the facts and arguments of a case; communicate in writing to summarize and exchange legal findings and conclusions; interact with legal associates, other government employees, the public, and representatives of parties involved in a case; draft legal opinions and recommendations based on research, investigations and discussions with attorneys; conduct legal research and investigations; identify critical elements of legal questions or issues; and use a computer for word processing and research.
