The Department of Community Resources (DCR) through its Community Resource Centers supports the core departments of Mecklenburg County Health and Human Services (HHS) in doing their business through an integrated service delivery model of subject‑matter experts from each core department and community partners who provide services to County residents in our HHS Community Resource Centers. In addition, DCR is responsible for administering Child Support Services, Economic Services, MeckSuccess, HOMES, and Workforce Development programs, as well as Integrated Health and Human Services Mail Services.
Position Summary Provide operational planning and support, staff direction, guidance, and development for the functions of a Health and Human Services Community Resource Center (CRC). This position is responsible for providing operational oversight for short and long‑term goal attainment, communication, and customer service delivery for applicable Health and Human Services (HHS) programs; and ensure effective and efficient CRC performance in the provision of all Customer Experience Specialist, Service Point, Cashier, Document Imaging, Food Pantry and Kids’ Corner services offered within the CRC.
The selected candidate will provide on‑site support to the Department Monday – Friday.
Essential Functions
Determine operational accountabilities and expectations, set priorities and planning in collaboration with the DCR Senior Executive Team, CRC Senior Executive Team, program management staff, and community partners to ensure holistic service delivery
Participate in development and ensure compliance with operating policies and procedures for functional areas, ensuring consistency with both federal and state regulations
Accountable for collection, analysis, coordination and reporting of data regarding customer satisfaction and successfully meeting operations and service delivery goals
Establish, maintain and/or collaborate on hiring, training and ongoing development standards for all positions and ensure adequate staffing levels for equitable workloads and customer service standards
Coordinate communication with HHS Departments, as well as with external organizations and community partners, regarding CRC operations and policies
Responsible for implementing, establishing, and controlling quality assurance processes, to include performance measures
Initiate and establish collaborative relationships with both HHS Department and community partner staff, providing input and feedback for integrated governance of agency services and partnerships
May be required to staff shelters in the event of a disaster
Mecklenburg County Community Resources: Department employee may be required to respond in cases of urgent and/or emergent events that require public health interventions. Employees may be trained for and assigned duties unrelated to their regular work; work outside normal business hours and workdays and/or in a different work location may be required. Emergency events include, but are not limited to, communicable disease outbreaks, severe weather situations (e.g. snow or ice storms, tornados, hurricanes), natural disasters (e.g. earthquakes), fire, or power outages, and acts of terrorism. This includes service on the emergency management team on a two‑year rotating cycle.
Minimum Qualifications Experience:
Minimum of six years of progressively responsible related experience; including one year of supervisory experience or completion of an approved supervisory training program.
Education:
Bachelor’s degree in Public Administration, Human Services or closely related field.

Licenses and Certifications
May require a valid North Carolina or South Carolina Driver's License
Requires the ability to obtain and maintain a Mecklenburg County Operator's Permit

Proven ability to prioritize and deliver excellent customer service
Program supervisory/management experience
Proven leadership ability to manage complex programs, budgets and teams
Excellent communication and facilitation skills, both written and verbal, with the ability to tailor messaging for diverse audiences
Experience leading projects
Previous experience with local government social services / public assistance programs
Knowledge required to refine and improve processes, as well as understanding of trends, best practices, goal setting, strategic planning, and measure development essential
Experience with providing integrated health and human services (HHS) service delivery
