Salary Range: $57,346.00 - $71,682.50. This is an exempt (salary) position. Pay rates are based on education, skill, experience level, and internal equity. Internal equity considerations include an assessment of the applicant’s salary history and qualifications in comparison to the market rate and job requirements.

The Department of Community Resources (DCR) through its Community Resource Center supports the core departments of Mecklenburg County Health and Human Services (HHS) in doing their business through an integrated service delivery model of subject‑matter experts from each core department and community partners who provide services to County residents in our HHS Community Resource Center. In addition, DCR is responsible for administering Child Support Services, Economic Services, MeckSuccess, HOMES, and Economic Mobility programs, as well as Integrated Health and Human Services Mail Services.
The Department of Community Resources Fiscal Compliance Team has an exciting opportunity available! This position will be responsible for coding invoices, routing payments, PCARD reconciliations, contract reconciliations, budget analysis, contract reporting, PCARD reporting, and internal meetings associated with assigned duties. This position will support multiple Department initiatives in a high‑volume environment.
Position Summary
The Department of Community Resources (DCR) provides individuals and families with immediate access to a diverse range of Health & Human Services programs and community partner services in Community Resource Centers throughout Mecklenburg County. Services include Child Support, Employment Assistance, Energy Assistance, Food & Nutrition Services, Housing Assistance, Medicaid, and the MeckSuccess program. Location
430 Stitt Road Charlotte, NC 28213 The selected candidate will provide on‑site support to the Department Monday – Friday. Essential Functions
Prepare, review, analyze, and submit a variety of reports, reconciliations, communications, schedules, tables, and/or statements to and from internal departments, financial institutions, and external agencies. Resolve moderately complex reconciliations and account analysis problems requiring in-depth research. Audit, compile, calculate, and analyze a variety of financial data and transactions. Participate in developing and implementing financial procedures related to data accumulation, reporting, and archiving. Prepare a variety of financial and accounting records and reports including revenue and expenditure reports, executive summaries, and aging reports. Maintain records of account entries by compiling and analyzing accounting activities. Oversee specific accounting operations, or a complex segment of the accounting function. Coordinate with other departments to assess needs and requirements for accounting matters. Mecklenburg County Community Resources: Department employee may be required to respond in cases of urgent and/or emergent events that require public health interventions. Employees may be trained for and assigned duties unrelated to their regular work; work outside normal business hours and workdays and/or in a different work location may be required. Emergency events include, but are not limited to, communicable disease outbreaks, severe weather situations (e.g. snow or ice storms, tornados, hurricanes), natural disasters (e.g. earthquakes), fire, or power outages, and acts of terrorism. This includes service on the emergency management team on a two‑year rotating cycle. Minimum Qualifications
Experience
Minimum of three years in Accounting or Finance. Education
Bachelor’s degree in Accounting, Finance or Business Administration. Combination of relevant education and relevant experience accepted?
Yes Licenses and Certifications
May require a valid North Carolina or South Carolina Driver’s License. May require an Annual Motor Vehicle Record (MVR) check. Preferred Qualifications
Certified Public Accountant (CPA) preferred. Minimum 2 years of Governmental Accounting Experience. Proficient in Excel, Power Pivot, advanced search tools such as X‑Lookup, and use of Commands. Analytical and research skills. Attention to detail. Knowledge, Skills, and Abilities
Knowledge of
Budgetary principles. Federal, State, and local laws, rules, and regulations. Governmental accounting procedures and principles. Arithmetic, algebra, geometry, calculus, statistics, and their applications. Economic and accounting principles and practices, the financial markets, banking and the analysis and reporting of financial data. Principles and processes for providing customer service. Skills
