Project Manager - Stormwater

The City of Wilmington has an exciting opportunity for a motivated and experienced professional to manage a variety of stormwater capital improvement projects. This position will join the Engineering Department’s Project Management Division. As part of our team, you will provide professional-level support, technical evaluations, and public outreach for drainage capital improvement projects while working closely with the Public Works Assistant Director. This role involves overseeing project planning, technical analysis, design and permit reviews, consulting engineering and survey contract management, public relations, and construction management.
Duties
Provide engineering, technical, and administrative guidance for various types of drainage capital improvement projects. Negotiate and administer contracts for design and construction services. Provide fiscal management of capital improvement projects including preparation of probable cost opinions, development of alternatives for value engineering, monitoring budgets, negotiation of contract amendments and change orders, and invoicing. Oversee and manage consultants and contractors regarding performance, contract duties, project status, and scheduling. Incorporate design or construction changes into the work product to address unforeseen conditions. Coordinate with internal and external stakeholders throughout the planning, design, and construction of drainage capital improvement projects for administrative and technical input and feedback. Coordinate property acquisitions with the City’s Property Acquisitions Specialist. Manage the public bid process. Manage public relations and resolve citizen concerns. Chair public information meetings, design coordination meetings, pre-bid meetings, pre-construction meetings, and progress meetings. Represent the City of Wilmington in meetings with regulatory agencies. Author technical specifications and develop or improve construction details. Assist in updates to the Technical Standards and Specifications Manual. Participate on various internal and external committees. Pursue continuous professional development. Minimum Education
Bachelor of Science Degree in Civil Engineering (or similar technical field of study) from an accredited university. Experience Requirements
3 years of progressive work experience in public works project management. Experience in drainage infrastructure planning, engineering design and construction preferred. Engineering Intern (EI) Certification or Professional Engineer (PE) preferred. Other Requirements
Valid motor vehicle driver’s license. Physical Demands
Exerting up to 10 lbs. occasionally or negligible weights frequently; sitting most of the time. Working Conditions
This position generally requires work indoors/office setting as well as site visits during project design and construction. Compensation & Benefits
The hiring range for this position is
$72,817.41 - $94,676.40
annually and is dependent on the selected candidate's qualifications and experience. A comprehensive benefits package includes participation in the Local Government Employees Retirement System and an automatic 4.5% contribution to a deferred compensation plan. About the Wilmington Community
