About This Position The Planning & Development Department (PDD) guides the physical development of the city by preserving our historic sites, planning what can be built where, and ensuring safe construction of buildings and infrastructure. A host of advisory and governing bodies of residents as well as elected officials provide oversight as the city grows, and needs arise. The process is governed through development and enforcement of city codes and ordinances. PDD is looking for a Mechanical Plans Examiner II to join their Plan Review team. The role of the Mechanical Plans Examiner II is to review and examine complex mechanical and plumbing plans to ensure compliance with appropriate City codes. They will provide technical advice to architects, engineers, contractors, and field and office personnel in the interpretation of construction plans, and assist at the customer service counter with plumbing and mechanical situations. Work is performed under the general direction of the Mechanical Plans Engineer.

Essential Duties

Reviews and examines complex mechanical and plumbing plans and specifications to ensure compliance with the appropriate City mechanical and plumbing codes.

Performs simple engineering computations to analyze the installation of mechanical and plumbing equipment.

Identifies inadequacies found in plumbing and mechanical construction documents and specifications, and requires corrections be made to meet the requirements of City codes and engineering standards.

Evaluates tests and other data for suitability of plumbing and mechanical materials and methods of construction or installation.

Responds to inquiries from reviewers, inspectors, architects, engineers and others regarding mechanical and plumbing codes.

Holds conferences with developers, owners, architects and engineers regarding plan design data, code interpretations and resolution of design problems affecting life safety.

Learns job related material by attending plumbing and mechanical conferences, seminars and classes and uses learned material to train other employees within the department.

Writes letters, memos and code compliance reports.

Reviews and assesses Planning and Development Occupational and Water Resource Acquisition fees.

Demonstrates continuous effort to improve operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide quality seamless customer service.

Opportunity to Underfill at the Mechanical Plan Examiner I level Individuals that do not meet the minimum requirements below for the Mechanical Plans Examiner II may qualify for the opportunity to Underfill at the Mechanical Plans Examiner I level. The Mechanical Plans Examiner I will examine mechanical and plumbing plans to ensure compliance with appropriate City codes.

Ideal Candidate

Knowledge of Uniform Plumbing Code (UPC), International Plumbing Code (IPC), International Mechanical Code (IMC), International Fuel Gas Code (IFGC), and construction codes.

Knowledge of standard plumbing and mechanical construction materials.

Ability to:

Use professional judgement in application of code requirements.

Read and interpret building construction plans.

Work cooperatively with other City employees and the general public.

Perform simple engineering computations using mathematical methods such as multiplication, division, algebra, and basic trigonometry and calculus.

Possess strong communication skills, both written and oral.

Salary Mechanical Plans Examiner II

Pay Range: $36.84 to $51.83 per hour.

Hiring Range: $36.84 to $47.01 per hour.

Mechanical Plans Examiner I

Pay Range: $33.41 to $47.01 per hour.

Hiring Range: $33.41 to $42.64 per hour.

Hiring range is an estimate of where you can receive an offer. The actual salary offer will carefully consider a wide range of factors, including your skills, qualifications, experience, education, licenses, training, and internal equity.

Internal Only:

Please understand that this is pay grade 359. If selected, your salary offer will be based on the applicable promotion or demotion worksheet in accordance with the City Pay Ordinance.

Promotions occur when the last two digits of the pay grade increase.

Demotions occur when the last two digits of the pay grade decrease.

Lateral transfers occur when there is no change to the last two digits of the pay grade.

When there is a change in the first digit of the pay grade, there may also be a change to your classification or unit.

Minimum Qualifications Mechanical Plans Examiner II

Two years of experience examining mechanical and plumbing plans to ensure compliance with provisions of the City mechanical and plumbing codes (two years at the level of Mechanical Plans Examiner I).

By the end of probation, must possess TWO certifications:

One Plumbing:

ICC Plumbing Plans Examiner (P3) OR IAPMO UPC Residential and Commercial Plumbing Plans Examiner (PPE)

AND One Mechanical:

ICC Mechanical Plans Examiner (M3) OR IAPMO UMC Residential and Commercial Mechanical Plans Examiner (MPE)

Other combinations of experience and education that meet the minimum requirements may be substituted.

Mechanical Plans Examiner I

Three years of experience in mechanical and plumbing code enforcement including inspection of automated mechanical system controls for major structures, supplemented by courses in mechanical engineering.

Other combinations of experience and education that meet the minimum requirements may be substituted.

By the end of probation, must obtain ONE of the following Certification:

ICC Plumbing Plans Examiner OR IAPMO Plumbing Plans Examiner

ICC Mechanical Plans Examiner OR IAPMO Mechanical Plans Examiner

Applicable to Both Classifications

Preferred Qualifications The minimum qualifications listed above, plus:

Five years of experience in plumbing/mechanical design, plan review, and/or inspections related to building construction.

Five years of experience reviewing plumbing and mechanical construction plans.

Experience reading and interpreting building construction plans.

Experience using construction permit software.

Experience with Electronic Plan Review Software.
