Essential Functions

Develop and administer an operational security program, SOPs for classified or sensitive materials, documents, and equipment, and physical controls to ensure compliance with government company policies.

Obtain rulings, interpretations, and acceptable deviations for compliance with regulations from government agencies.

Lead, support, and conduct government security investigations on personnel, processes, and situations to determine levels and scopes of non‑compliance with government and company regulations.

Prepare reports that specify preventive/corrective actions to be taken.

Collect, assimilate, and interpret intelligence information and disseminate to the appropriate stakeholder or investigative authority.

Research and implement federal security regulations, maintaining knowledge and awareness of interdisciplinary compliance requirements (cyber, IT, configuration management).

Prepare manuals that outline regulations and establish procedures for handling, storing, retaining records, and accessing restricted records and materials by personnel or visitors.

Conduct security education training and security audits, including security investigations.

Experience and understanding of writing DD‑254s and BOEs.

Manage and lead compliance with Intelligence Community Directives (ICDs), NISP, Contract Security Classification Specifications (DD254), Program Classification Guides, and L3Harris policies and directives.

Implement local site compliance with all security policies, including safeguarding information, physical security of facilities, and safety of all employees, visitors, assets, and information.

Execute all 32 CFR Part 117, NISPOM‑related security functions: industrial, physical, personnel (PERSEC), and information security; develop and execute Insider Threat programs; support program security and access control to classified programs and accredited areas.

Ensure compliant and effective execution of responsibilities, including COMSEC program management, asset handling, and accountability.

Lead as a team player, exhibit flexibility, dedication, and the expectation of excellence required of a seasoned security professional while making decisions independently with general guidance and without direct supervision.

Provide broad management and leadership knowledge across the security function.

Maintain mastery and experience ensuring compliance with ICDs, 32 CFR Part 117 NISPOM Operating Manual Rule, and Special Access Programs.

Travel up to 20% OCONUS for programs.

Qualifications

Bachelor’s degree with a minimum of 9 years of related experience; graduate degree with a minimum of 7 years; or 13 years of experience in lieu of a degree.

Active Top Secret/SCI security clearance; adjudicated and in‑scope U.S. Government T5 investigation.

FSO certification via current Defense Counterintelligence and Security Agency (DCSA) criteria.

DCSA Insider Threat Management certification.

Preferred Skills

Completed counterintelligence or full‑scope polygraph.

Minimum of 5 years FSO experience.

Bachelor’s and/or Master’s degree in Security Management, Homeland Security, Security Administration, Criminal Justice, Industrial Security Management, Information Systems Security, Information Technology Management, or related field.

Familiarity and experience with SIMS, DISS, e‑Qip, NISS/DISS, ICD 705, Tempest, etc.

Proficiency and experience with Insider Threat Program Management.

Successful completion of NSA COMSEC Account Manager/Custodian training; experience managing COMSEC accounts and/or programs.

Professional certifications such as Industrial Security Professional (ISP), Certified Protection Professional (CPP), or other relevant security certifications.

Self‑initiative; compliance‑focused; customer‑service oriented.

Experience with DCS and/or FMS.

Experience with international travel requests.
