Overview
Join the Texas Health and Human Services Commission (HHSC) as a Maintenance Supervisor III in Carlsbad, TX. This role supports our mission of achieving a higher level of wellness and independence for Texans with intellectual and developmental disabilities. The position is based at the Carlsbad facility and may require occasional travel (up to 5%).
Responsibilities
Administer daily operations in the Maintenance Department, including supervising maintenance staff, scheduling work, requisitioning materials, and estimating job hours and costs.
Oversee preventive maintenance programs and corrective work across HVAC, Electrical, Plumbing, Carpentry, Grounds, and Life Safety Equipment Systems.
Coordinate and manage contractor repairs, ensuring compliance with NFPA standards, manufacturer specifications, and safety regulations.
Control work orders via Computer Facility Aided Management (CAFM) and manage quality and safety of all assignments.
Collaborate with the Maintenance and Construction Projects Manager on cost and schedule oversight for projects.
Maintain inventory of tools and equipment, monitor personnel proficiency, and enforce training requirements.
Conduct performance reviews, address conduct, behavior, and performance deficiencies.
Participate in disaster response, continuity-of-operation activities, and other agency obligations as required.
Work on-call, weekends, holidays, and emergency conditions as needed to ensure facility maintenance continuity.
Essential Job Functions
Attend work regularly and adhere to a specific shift schedule; may involve overtime or rotating shift.
Serve on-call status on a rotating schedule to meet operational needs.
Inspect, test, and ensure that staff performs required preventative maintenance on equipment.
Validate that repairs are complete within cost and time constraints as specified by contract.
Participate in the vetting process for future construction projects, reviewing vendor performance, product quality, and bid pricing.
Perform additional tasks as needed to keep the facility operational 24/7/365.
Knowledge, Skills, and Abilities (KSAs)
Knowledge of HVAC, electrical, plumbing, carpentry, grounds, and life‑safety systems, including NFPA Codes, ADA Standards, and Joint Commission requirements.
Skilled in customer service principles and satisfaction.
Ability to use tools and prioritize work schedules, monitor and inspect work by staff and contractors.
Read, interpret, and identify life‑safety code citations, blueprints, AutoCAD drawings, maps, NFPA codebooks.
Work extended hours under stressful or non‑favorable conditions.
Analyze and review completed general maintenance work orders in a timely manner.
Strong communication skills with management, employees, vendors, and hospital staff.
Supervise crews effectively in a fast‑paced, high‑stress environment.
Leadership and management ability to direct employee activity in a professional and mission‑aligned manner.
Apply sound judgment, advocate teamwork, and promote cooperative practices.
Registrations, Licensure, and Certifications
Non‑Commercial Political Certified Applicator License for weed control, lawn & ornamental, pest control, and termite.
Valid Texas driver’s license (or a new license issued within 90 days of hire).
Certified Texas driving record for out‑of‑state license holders.
Initial Screening Criteria
High‑school diploma or equivalent.
Vocational training in a designated trade preferred.
Experience in general construction work.
Experience in maintenance work.
Additional Information
Supervisory experience is preferred.
All applicants must pass background checks, pre‑employment drug screening, and registry checks including CANRS, Nurse Aide, Medication Aide, Employee Misconduct, and LEIE.
Males 18‑25 must register with the Selective Service.
All State‑Supported Living Center employees are subject to random drug testing.
