Base pay range:

$60,000 – $65,000 per year

Program Overview The Data Governance Analyst will support the Data Governance & Compliance Manager in establishing a data governance framework, managing the day‑to‑day operations of the program, and implementing the What Works Cities (WWC) Certification Program powered by Bloomberg Philanthropies. The goal is to obtain all three WWC Certifications (Silver, Gold, and Platinum) within 18–24 months.

Objectives

Complete tasks and milestones to achieve WWC Certifications (Silver, Gold, and Platinum). Silver Certification should be achieved within 6–8 months from hire, or provide an assessment within 90 days explaining why certification cannot be obtained and recommending steps and a new deadline.

Work closely with the Data Governance & Compliance Manager to support the creation of a data governance framework.

Maintain and upload documents into the WWC Assessment and Results for America Dashboard, tracking over 40 criteria organized around eight foundational practice areas.

Ensure consistent communication of progress and milestones.

Scope of Work – Contractor Responsibilities

Coordinate and consult with WWC Results for America support staff and technical assistance providers to complete assessment stages.

Provide program management and implementation support.

Work with the Data Governance & Compliance Manager to obtain data and documentation for assessing current practices against WWC standards.

Log, track, and maintain evidence and artifacts required for certification.

Provide progress tracking and communication.

Establish and maintain a separate project or program management dashboard to monitor progress.

Deliver monthly updates.

Provide WWC milestone documentation and prepare for key check‑ins.

Support preparation and submission of the official WWC application and self‑assessment.

Services to Be Provided

Program and progress tracking.

Develop and maintain program documentation including milestones, deliverables, and decision logs.

Establish and manage a program tracking system to log, monitor, and report on key initiatives.

Create standardized reporting templates.

Draft regular program updates, presentations, and summary briefs.

Design internal communications campaigns to promote understanding and adoption of WWC practices and tools.

Develop change management strategies to support a culture shift toward data‑driven governance.

Systems and tools integration: identify enhancements to workflows, dashboards, or integrations needed to support analytics and performance monitoring.
