Chief Engineer Schedule:

Monday - Friday, 8:30 AM - 5:00 PM

Overview Under the direction of the

FMD Contract Administrator

or

FMD Designated Representative , the

Chief Engineer (CCE)

is responsible for directing and supervising the work of

Contractor's Stationary Engineers (CSE)

in the operation, maintenance, and repair of building systems.

Primary Responsibilities Systems Oversight:

Fire and Life Safety (FLS) Systems

Energy Management Systems (EMS)

Access Control Systems

Heating, Ventilation, and Air Conditioning (HVAC), including steam systems and boilers

Electrical, Lighting, and Power

Mechanical Systems

Plumbing

Water and Water Treatment

Operational Functions:

Monitor work on all building systems following published guidelines and industry standards using Microsoft Office, Excel, and/or Maximo.

Update preventive maintenance records by ensuring Engineers input data daily into Maximo.

Provide weekly pre-planned work schedules based on Maximo reports and tenant requests.

Track warranties, record equipment status in Maximo, and request asset tags for new equipment.

Ensure all building systems' permits are current and renewed annually.

Maintain equipment records, files, and inventories according to SAM, FMD, and DGS standards.

Conduct market research for supplies, tools, and repairs; provide cost comparisons and written Scopes of Work.

Submit and obtain approval for purchase requisitions per procurement guidelines.

Supervise weekly inventory checks and prepare monthly inventory reports using Word or Excel.

Plan, assign, and oversee all Engineering staff activities across HVAC, electrical, plumbing, and related systems.

Ensure all facilities, equipment rooms, and tools are maintained in a clean, orderly, and safe condition.

Prepare required reports and maintain operational and maintenance records.

Provide and coordinate technical training for staff; assess training needs annually.

Report any operational or maintenance issues promptly to the FMD Contract Administrator.

Obtain prior approval for overtime, except in emergencies.

Interpret plans and specifications; prepare reports and budget recommendations.

Be available for 24/7 phone or call-back support.

Knowledge and Abilities

Boilers and auxiliary boiler room equipment

HVAC, lighting, ventilation, and refrigeration systems

Building electrical and pneumatic controls

Water analysis and chemical treatment processes

Tools and methods used in maintenance of mechanical/electrical systems

CAL/OSHA safety regulations

Principles of effective supervision

Fire and Life Safety (FLS) system response procedures

NFPA 70 electrical safety standards

Building emergency response and energy management practices

Building compliance and permitting (CERS familiarity)

Energy-saving devices (VFDs, occupancy sensors, economizers)

Time management and delegation best practices

Scope of Work writing and technical drawing interpretation

Technical Competencies

Operate, install, and maintain HVAC, refrigeration, plumbing, electrical, and mechanical systems

Maintain and update the Maximo database

Prepare operational reports and respond promptly to emergencies

Ability to stand or walk for extended periods
