The Role We’re looking for a

Technical Product Manager

to lead product strategy and delivery for a flagship initiative with a federal government agency. This role sits at the intersection of product management, user-centered design, and technical delivery. You’ll work with engineers, designers, and the federal product owner to define the roadmap, manage agile delivery, and ensure every iteration moves us closer to a scalable, secure forms engine that improves how the agency collects and uses community services data. What You’ll Do

Product Strategy & Roadmap

Define and maintain a clear product roadmap aligned to ACF's mission, milestones, and contract objectives using the

Focus Delivery Framework

Apply structured prioritization frameworks to balance user needs, compliance requirements, and technical feasibility

Translate discovery research and policy goals into actionable epics, user stories, and backlog priorities

Guide the definition and rollout of the MVP and future releases, focusing on measurable impact and user outcomes

Agile Delivery & Stakeholder Management

Facilitate sprints, backlog grooming, and retrospectives to keep cross-functional teams aligned and unblocked

Partner with the ACF product owner and stakeholders to balance competing priorities across a complex federal ecosystem

Manage relationships across program, policy, and technology partners, building alignment without formal authority

Facilitate user workshops, demos, and sprint reviews that promote transparency and continuous learning

Metrics Strategy & Documentation

Establish comprehensive

metrics strategy

including leading indicators, counterweight metrics, and performance dashboards

Track and report delivery performance using data-driven metrics with clear baselines and targets

Create

single source of truth documentation strategy

linking technical specifications, user requirements, and design decisions

Prepare Monthly Project Status Reports and represent delivery health to ACF program and OCIO leadership

Technical Integration & Compliance

Collaborate with the Technical Lead on DevSecOps and ATO readiness activities, ensuring security and compliance considerations are integrated early

Navigate

open source solutions

evaluation and integration within government security requirements

Coordinate technical dependencies across engineering, design, and external vendors

Ensure solutions meet FedRAMP, Section 508, and government accessibility standards

Required Skills & Experience

2+ years

of proven experience defining and shipping digital products, ideally within complex or regulated environments

Strong skills in MVP definition, roadmap creation, and cross-functional delivery using agile methodologies

Exceptional executive communication

— able to synthesize technical details into clear, scannable updates for leadership using structured formats

Deep understanding of

prioritization frameworks

and product discovery methodologies

Data-driven decision-making mindset; comfortable establishing metrics strategies and analytics frameworks

Excellent facilitation skills

— able to lead workshops, retrospectives, and joint planning sessions across diverse stakeholder groups

Strong product sense — ability to connect user needs, business goals, and technical systems

Experience navigating

open source software

evaluation, selection, and integration processes

Experience managing dependencies across engineering, design, and external vendors.

Desired Skills

Previous experience working with or contracting for federal, state, or civic-tech programs

Understanding of public benefit systems or data collection workflows (grants, reporting, forms)

Familiarity with government security requirements (FedRAMP, Section 508, ATO processes)

Demonstrated ability to build alignment and momentum without formal authority in multi-agency environments

Experience with

documentation strategy

development and maintenance in technical environments

Continuous learner mindset and enthusiasm for improving the craft of product management

Location
