Orange County Utilities provides water resources and solid waste recovery services to protect and enrich the lives of the citizens and guests of Orange County, Florida. The Engineering Division manages the Capital Improvement Program for water, wastewater, reclaimed water, and solid waste projects. The division also reviews the plans and agreements of proposed infrastructure by the development community to conform to the Orange County Utilities Standards and Construction Specifications Manual.

The Solid Waste Management Division is seeking a highly qualified individual to fill the position of

Senior Engineer . This is a highly technical and specialized leadership position that is crucial for ensuring the efficient operation, optimization, and regulatory compliance of the County Landfill, with particular focus on the landfill gas (LFG) systems, leachate management systems, and stormwater systems. The Senior Engineer will be responsible for maximizing the performance of landfill systems, providing expert oversight of permit requirements, and ensuring adherence to environmental regulations and reporting requirements. The role will involve comprehensive management of systems operations, environmental compliance, and coordination with both internal and external stakeholders, including regulatory agencies and contractors. The Senior Engineer will direct the activities of the on-site LFG/leachate/stormwater contractor and manage this multimillion-dollar annual contract.

Job Description

General Functions

Performs advanced professional engineering work and provides supervision for one or more engineering functions of a specialized nature. This is advanced professional engineering work of a complex nature with extensive supervisory duties. Work is performed with considerable independence under the general supervision of the designated supervisor.

Representative Duties

Landfill Gas System Management: Ensure the efficient operation and optimization of the landfill gas system, including system performance, compliance with operational permits, and maximizing energy recovery including coordinating with the Orlando Utilities Commission’s (OUC) Stanton Energy Center. Leachate Management: Oversee the management of leachate, coordinating with the Utilities wastewater plant for leachate flow and ensuring proper monitoring and regulatory compliance for landfill operations. Stormwater Management: Ensure proper operation of the landfill’s stormwater management system, including coordination with OUC for surface water deliveries to the Stanton Energy Center. Permit and Regulatory Compliance: Review and proactively act to ensure compliance with all relevant permit requirements, ensuring landfill operations meet local, state, and federal environmental standards. Environmental Reporting: Lead and oversee the preparation of periodic Title V reports and Greenhouse Gas (GHG) emissions reports, ensuring accurate and timely submission in line with regulatory requirements. Coordination with Regulatory Agencies: Serve as the primary point of contact for regulatory agencies, scheduling and leading meetings to ensure smooth communication and compliance with environmental regulations. Consultant and Contractor Management and Coordination: Review plans submitted by consultants, providing guidance and approvals. Coordinate with partners and contractors to ensure the proper operation and maintenance of the landfill gas systems. Manage the contract providing on-site operations and maintenance of LFG, leachate, and stormwater systems. Surface Emissions Monitoring: Oversee the surface emissions monitoring program, ensuring compliance with environmental regulations. Coordinate repairs or improvements to the system as necessary. Collaboration with Operations: Work closely with the Operations team on day-to-day environmental and engineering activities on-site, providing technical support, guidance, and troubleshooting when needed. Project Management: Manage assigned major construction and operational projects. Performs other duties as assigned

Minimum Qualifications

Graduation from an accredited college or university with a bachelor’s degree in Civil, Environmental, Chemical or Mechanical Engineering and six (6) years of professional engineering experience.

Licensed in a state of the United States as a professional engineer. Must be licensed by the Florida State Board of Professional Engineers as a Professional Engineer within one (1) year of hire

Must possess and maintain a valid Florida Driver's License.

Preferences

Extensive knowledge of landfill gas systems, leachate management, and environmental compliance. Expertise in Title V and greenhouse gas (GHG) reporting requirements. Strong understanding of regulatory requirements related to solid waste management, air quality, and water quality. Master’s degree in engineering or a related field. Certification in Environmental Engineering or Solid Waste Management. Experience with landfill surface emissions monitoring and control. Familiarity with state and federal environmental regulations, particularly in relation to landfills, waste management, and recycling. Knowledge of public utility management. Proven ability to coordinate with consultants, contractors, and regulatory agencies. Excellent problem-solving and communications skills and the ability to work independently and collaboratively with diverse teams.

Pay Grade: 023 - From $44.24 to $57.51
