Req#: 23-004531-0001 Introduction The Maryland Department of Agriculture is a department under Maryland's Executive Branch. Formed in 1972 by the Maryland General Assembly to address the agriculture needs for the State of Maryland, the Department oversees and serves as a regulatory body for animal health, consumer services to include marketing and lab services, plant and pest management and resource conservation. As the number one industry in Maryland, the diversity of agriculture programs in the State continue to expand and grow. The Maryland Department of Agriculture's Fiscal Services handles all centralized accounting transactions for the department. This encompasses all phases of the operating and capital budgets, federal grant financial reporting and billing, accounts receivable, accounts payable, travel reimbursement, corporate credit card monitoring and auditing, and employee and contractual payroll. Come join our Team! GRADE: 22 LOCATION OF POSITION: Maryland Department of Agriculture Headquarters - Annapolis, Maryland Main Purpose of Job

This position serves as Fiscal Administrator for the Maryland Department of Agriculture, and will report to the Assistant Secretary of Administration. The Fiscal Administrator will direct and coordinate all fiscal, budget, auditing, capital and grant account activities at the agency level. POSITION DUTIES

This is a Management Service position, and serves at the pleasure of the Appointing Authority. Directs and coordinates all financial functions of the operating and capital funds of the department at the agency's secretariat level. This includes: Developing and implementing policies, procedures and standards; Managing daily fiscal operations, meeting with upper level management, state and federal officials, auditors and other entities to discuss and resolve fiscal issues; Maintaining security and internal controls; Reviewing audit reports, developing and presenting audit responses, and implementing corrective action plans; Directing, developing and approving both the Operating and Capital budgets, including the allocation of funds to the Department's Units and programs; Preparing and implementing Budget Amendments, and reviewing spending forecasts, salary and revenue projections for upper level management; Serving as liaison for the Department regarding the Budget Analysis and Reporting System (BARS); Attending and testifying at all legislative hearings and meetings regarding the budget; Facilitating training sessions for all managers and senior staff; Preparing and submitting year-end closing reports; Directing the hiring, supervision and work evaluation of professional and para-professional staff, including professional development and technical training; Overseeing grant and contract accounting, including reviewing and approving all contracts and grants, as well as implementing any required changes due to federal regulations for compliance; Directing, reviewing and assisting in the development and implementation of the department's Financial Management Information System (FMIS) and internal financial databases; Representing the Department before federal or state officials, outside financial institutions and control agencies to provide information, coordinate joint projects and meet funding requirements and legal mandates; Reviewing legislative audit reports and implementing corrective actions; Reviewing fiscal impact of any proposed legislation, and coordinating responses to fiscal notes for legislation. MINIMUM QUALIFICATIONS

Education: A Bachelor’s degree in Accounting, Business Administration or Finance from an accredited college or university. Experience: Six years of experience in accounting, budgeting and or auditing to include four years at a supervisory or management level. DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications: State of Maryland fiscal administration experience to include operational and capital budget preparation and analysis and year-end closing procedures; Working knowledge of the Budget Analysis and Reporting System (BARS) and Financial Management Information System (FMIS); Experience utilizing Microsoft software applications, specifically Excel and Word.
