DTC Global Services LLC is seeking an experienced and client-focused Federal Program Manager to lead delivery and performance across key federal programs. The Federal Program Manager will oversee all operational, technical, and administrative aspects of assigned task orders and contracts, ensuring alignment with agency mission objectives and DTC's standards of excellence. This role is critical to maintaining client satisfaction, contract compliance, and organizational growth.
Job Summary Serves as the primary point of contact for all program-level communication, deliverables, and performance reporting. Leads planning, execution, and oversight of multiple task orders to ensure compliance with federal policies, schedules, and quality standards. Manages program scope, budget, and resources to achieve mission‑aligned outcomes and performance excellence. Drives adoption of Agile, DevSecOps, and Continuous Improvement methodologies across delivery teams. Maintains proactive communication with Contracting Officers, CORs, and client leadership to ensure clarity and responsiveness. Facilitates post‑award, quarterly, and ad‑hoc meetings to review metrics, risks, and improvement opportunities. Coordinates with associate contractors (ACAs) to foster collaboration in multi‑vendor environments. Leads a high‑performing team of engineers, analysts, and project managers through mentorship, coaching, and accountability. Oversees recruitment, onboarding, and retention efforts to maintain delivery continuity. Delivers timely and accurate reports, including status summaries, performance metrics, labor and cost tracking, and SCRM documentation. Ensures compliance with ISO 9001, DCAA, and federal cybersecurity (FISMA, DFARS, CMMC) standards. Supports capture and proposal efforts for recompetes and new task orders, contributing technical writing, staffing strategies, and past performance inputs. Identifies and pursues opportunities to expand DTC's federal footprint through innovation, client engagement, and superior performance.
Responsibilities

Required Skills & Experience
Proven success overseeing multi‑million‑dollar federal programs.
Strong understanding of federal acquisition, contracting, and reporting processes.
Experience leading cross‑functional teams using Agile, DevSecOps, or ITIL methodologies.
Exceptional communication and interpersonal skills with all levels of stakeholders.
Demonstrated leadership in team development, resource management, and delegation.
Familiarity with CIO‑SP3, GSA MAS, 8(a) STARS III, or similar federal vehicles preferred.
Education
Bachelor's degree in computer science, Information Technology, or a related field.
Minimum 8 years of experience managing federal technical programs, preferably with the Department of State.
PMP or equivalent program management certification required; ITIL v4 and/or Agile (SAFe, Scrum) certifications preferred.
Physical Requirements
Prolonged periods sitting at a desk and working on a computer.
Must be able to lift up to 15 pounds at times.
Clearance
Ability to obtain Public Trust Clearance.
Location

Periodic onsite client visits
Periodic visits to headquarters (Tampa)
