Title: Federal Contracts Program Manager
Location: REMOTE (candidate should be local to Ohio)
About the Role Bestica is seeking a highly capable and relationship-driven Program Manager (PM) to lead our portfolio of task orders supporting the USAF Air Force Research Laboratory (AFRL), 711th Human Performance Wing (711 HPW) at Wright-Patterson AFB.
This is a strategic, high-visibility position that is critical to ensuring excellence across current task orders, as well as positioning Bestica for success in the future.
The PM will be Bestica’s on-site leader in Dayton, Ohio, responsible for government customer engagement, employee support across multiple 711 HPW directorates, performance management, and proactive capture activities for new and upcoming task order opportunities.

Key Responsibilities Program & Task Order Management
Serve as the senior manager over all Bestica task orders under the 711 HPW IDIQ.
Lead day-to-day execution, ensuring contract compliance, quality, and on-time delivery of all requirements.
Support Task Order Leads and project teams by providing resources, guidance, tools, and performance oversight.
Manage workforce planning, staffing actions, onboarding, and transitions for current and emerging task orders.
Ensure adherence to FAR/DFARS requirements and support modifications, CDRLs, risk management, and reporting activities.
Act as the primary face of Bestica to government stakeholders at WPAFB, engaging routinely with:
Contracting Officer’s Representative (COR)
Functional Requirement Executing Directorates (FRED) Leadership
Build and nurture trusted relationships to understand mission needs, emerging priorities, and pain points.
Resolve complex issues proactively, maintaining high levels of customer satisfaction across all divisions supported.
Serve as the onsite leader for “daily care and feeding” of Bestica personnel, fostering a positive work environment and strong team cohesion.
Strategic Growth, Competitive Intelligence & Opportunity Shaping
Contribute to Bestica’s long-term growth strategy at 711 HPW by gathering insight into customer priorities, mission needs, and evolving technical or operational requirements.
Develop and maintain a structured competitive intelligence approach, including:
Capturing task order scope and mission insights from onsite employees
Conducting compensation benchmarking to inform future staffing strategies
Monitoring customer satisfaction, risks, and emerging needs
Support proposal development and shaping activities for new Fair Opportunity Proposal Requests (FOPRs) and other task order opportunities.
Maintain awareness of anticipated task order timelines and potential new requirements within the 711 HPW to position Bestica for continued success
Required Qualifications
5+ years of experience as a Program Manager or Senior Task Order Manager supporting DoD IDIQ contracts, preferably in R&D, medical, human performance, or technical environments.
Proven success managing multiple simultaneous task orders and geographically dispersed teams.
Strong knowledge of FAR/DFARS, contract compliance, government reporting, and contract administration.
Experience building relationships at senior levels within government organizations.
Demonstrated ability to resolve complex programmatic issues and drive project success.
Bachelor’s degree in a related field; advanced degree preferred.
Highly Preferred Qualifications
Direct experience supporting AFRL, Wright-Patterson AFB, or 711 HPW missions (Human Effectiveness, Aerospace Medicine, or R&D). This provides immediate mission-context credibility and is a significant differentiator.
Prior success supporting recompetes, contract transitions, or shaping pre-RFP requirements.
Experience with workforce management across multiple scientific, medical, engineering, or analytical disciplines.
Exceptional communication and interpersonal skills.
Strong leadership presence and credibility with government stakeholders.
Ability to anticipate customer needs and propose solutions before issues arise.
High organizational maturity—able to juggle operations, people, compliance, and strategy simultaneously.
Driven, proactive, and comfortable working within a dynamic, high-impact environment.
