THE POSITION
The Santa Barbara Airport is seeking a motivated and self-directed Airport Operations Specialist. Primary duties consists of staffing the Security Operations Center (SOC) and providing personnel dispatch, airport-wide operational coordination, and security compliance support. Duties in the SOC include emergency and routine communications and dispatch functions for Airport law enforcement officers (LEOs), Airport Operations, and Airport Maintenance personnel; monitoring of computerized access control and CCTV systems; and serving as the Airport's central point of contact for airport tenants and outside agencies. Additionally, this position will be expected to conduct inspections and enforce regulations compliant to TSR Part 1542 and FAR Part 139; coordinate scheduled, charter, and irregular flight operations by effectively utilizing limited airport facilities; and provide responsible staff assistance to the Airport Operations Supervisors. Performs other duties as assigned for smooth operation of airport. A sample of the duties performed by this position: Assure compliance with TSR Part 1542 and FAR Part 139 requirements; Operate a variety of airport security and operations equipment including the Airport access control system and equipment including the closed circuit television system, radio/telephone consoles, paging systems, video surveillance equipment, various computer equipment and security systems; Dispatching of LEO personnel to incidents/requests for public service, CLETS (California Law Enforcement Telecommunications Systems) certification and training (provided), running and reading CLETS reports; Coordinate response to violations; Compose, maintain and review a variety of reports, records and logs; ensure all recordkeeping maintained at the SOC is accurate, thorough and timely which includes FAR Part 139 inspection and training documentation, and other recordkeeping as required; Inform employees and appropriate personnel of the use and restrictions of the systems; Distribute, activate or deactivate badges and PIN numbers as required; Conduct FAR Part 139 inspections; Issue NOTAMs; Conduct routine inspections and patrols of landside, airside and terminal facilities and surrounding areas; ensure compliance with applicable rules and regulations; Initiate airport emergency operations and response, operate emergency equipment and coordinate emergency services and communications; Assist in data entry, flight tracking operations, and support of the airport Noise Abatement Program as required; Type and enter data into the computer; Assure relevant data and briefings are passed along to appropriate personnel; Provide general assistance to the public; Respond to and resolve inquiries; and Perform related duties and responsibilities as required.. Knowledge of:
Airport Operations, services and activities of an airport operations and communications center; Public safety communications and dispatch procedures and protocols; Operational characteristics of Airport security and communications equipment; Principles and procedures of recordkeeping; English usage, spelling, grammar and punctuation; Basic mathematical principles; Principles of airport emergency procedures; Pertinent federal, state, and local laws, codes and regulations; and Modern communications procedures, methods and equipment including computers. Ability to:
Quickly and confidently operate radio communications equipment in a fast paced communication center environment; Communicate on multiple radio frequencies; Keep track of personnel in field being dispatched; Obtain CLETS certification within three (3) months; Become fluent in both law enforcement and aviation phonetic alphabets; Learn basic air traffic ground control procedures, aviation terminology, and modern commercial aircraft types; Make appropriate decisions; Remain calm and effective under pressure situations; Follow oral and written instructions; Communicate clearly and concisely both orally and in writing; Compose a variety of reports, records and logs; Type and enter data at a speed necessary for successful job performance; Interpret City policies and procedures; Establish and maintain effective working relationships with those contacted in the course of duty; Work independently; Conduct routine inspections; Present training classes; and Perform related duties and responsibilities as required. Experience:
One year of Airport experience or communications/dispatching experience is preferred, or two years equivalent educational experience.
License Requirements:
Possession of a valid California driver's license at the time of appointment. Ability to obtain Airfield Driving Certification within 12 months of appointment. A valid pilot's license is desirable. AAAE ACE Airfield Operations/Airport Security Certification desirable.
Work Schedule:
Incumbents must be available to work 9/80, 5/8, 4/10 and/or 3/12 workweek. Regular shift hours will vary and are subject to change depending upon needs of the Airport. Incumbents must be available to work days, evenings, weekends and holidays. Position subject to rotating shifts. Applicants must submit a completed City application and responses to the supplemental questionnaire. It is important that your application and supplemental questionnaire show all the relevant education, training, experience, knowledge, skills, and abilities that qualify you for this position.
