Tax Senior Manager, State and Local Tax - Credits & Incentives
As a Tax Senior Manager – State and Local Tax (Credits & Incentives), you will advise clients on credit and incentive opportunities, recommend strategies, and ensure compliance with related statutes. You will also lead business development, marketing, and manage a team of tax professionals.
Responsibilities
Research
Identify complex credits & incentives situations, outline issues, and determine appropriate research sources.
Analyze researched facts and sources, then produce detailed reports or opportunity matrices.
Develop relationships with in‑state and out‑of‑state Department of Tax (DOT)/Department of Revenue (DOR) and Economic Development personnel.
Tax Compliance
Conduct detailed reviews of income tax returns to identify significant statutory credit opportunities.
Evaluate clients’ current compliance processes and provide customized automated solutions for annual credit & incentive reporting.
Tax Consulting
Draft credit & incentive memorandums and other documentation on various issues.
Review client operations to determine jurisdictional credit & incentive opportunities.
Apply relevant state tax consulting sub‑specialties and coordinate with other STS professionals.
Ensure engagement letters are adopted prior to work commencement and manage engagements.
Assist in developing consultative strategies and manage client expectations.
Tax Controversy
Draft responses to state authority notices and represent clients before tax authorities on credit & incentive issues.
Provide exam support assistance.
Tax Related Software
Utilize credit & incentive research databases and related software to complete assigned tasks.
Tax Specialization
Provide technical client service to multi‑state companies on credits & incentives matters.
Conduct negotiations and draft technical memoranda regarding credit & incentive issues.
Strategy Development
Review studies of opportunities to identify alternative courses of action and benefits to clients.
Develop new or improved ideas to maximize credits & incentives awards.
Assist research of incentive strategies and suggest marketing approaches for new client acquisition.
Other duties as required.
Supervisory Responsibilities
Supervise day‑to‑day workload of STS SALT Senior Associates and Associates, review work product, and ensure training on tax software.
Evaluate performance, develop goals and objectives, and deliver performance feedback and evaluations.
Act as career advisor to senior associates and associates when appropriate.
Education
Bachelor’s degree in Accounting or another relevant field (required).
Master’s degree in Accounting/Taxation or J.D. (preferred).
Qualifications, Knowledge, Skills and Abilities
Excellent verbal and written communication skills.
Superior analytical and research skills.
Solid organizational skills with the ability to meet project deadlines and focus on details.
Ability to multi‑task independently or within a group.
Proven ability to work in a deadline‑driven environment and manage multiple simultaneous projects.
Capability to effectively manage a team of tax professionals and delegate work assignments.
Capacity to build and maintain strong relationships with internal and client personnel.
Ability to encourage a team environment on engagements and contribute to professional development.
Executive presence and ability to act as primary contact on engagements.
Ability to interact with professionals at all levels.
Advanced knowledge of the application of tax standards for efficient delivery of services.
Advanced knowledge of relevant information sources for filings.
Advanced understanding of tax conditions and potential credit & incentive opportunities.
Experience
Eight (8) or more years of state and local/multistate experience in the credits & incentives area (required).
Prior experience supervising tax professionals on a project or engagement basis (required).
Prior experience preparing and/or reviewing tax provisions (preferred).
License/Certifications
CPA certification or other relevant certification (required).
Software
Proficiency in Microsoft Office Suite, specifically Excel and Word (required).
Exposure to and familiarity with standard tax applications and research tools (preferred).

Prior experience in economic development or public policy related contact.
Salary Range National: $99,750 - $262,500 (Maryland, NYC/Long Island/Westchester, Washington DC ranges are identical).
