Global Solutions Ventures (GSV) – a joint‑venture partnership between ZemiTek, LLC and Dexis Consulting Group – is implementing the Long‑term Exceptional Technical Assistance Project (LEAP Global). As of July 1, 2025, LEAP Global has transitioned to the U.S. Department of State (DOS). The initiative seeks to address the complex human‑resource challenges faced by national infectious‑disease programs in the U.S.‑supported countries.

The Senior Malaria Advisor will work within the National Malaria Program (NMP) in Thailand’s Ministry of Public Health (MoPH). The role provides technical leadership to ensure the successful strategic planning and implementation of cost‑effective, life‑saving service delivery for malaria prevention and treatment.

Roles & Responsibilities Technical Leadership

Lead the development of the 2027‑2031 national malaria elimination strategy, operational plan, and work plans in partnership with the NMP.

Provide expert technical guidance for malaria elimination strategy and advance planning and implementation of malaria control interventions.

Coordinate design, planning and implementation of malaria prevention and control activities consistent with U.S. government strategy.

Provide technical and managerial expertise to MoPH health districts and local communities to strengthen institutional capacity.

Stay current on developments and successful interventions through engagement with malaria experts and NMP officials.

Management of Program/Activity Implementation

Ensure U.S. government resources are maximized toward sustained results in malaria in line with laws, regulations, policies, and procedures.

Provide technical support to the Department of State implementing partners during planning, design, and implementation phases.

Recommend changes in strategic and/or implementation approaches based on program performance analysis.

Work with NMP to strengthen the malaria surveillance system and strategic information management for elimination and prevention of re‑establishment.

Assist in purchasing programmatic commodities, forecasting, and troubleshooting bottlenecks in ordering and delivery.

Support monitoring and evaluation visits to implementation sites and strengthen reporting of program impacts.

Coordination of Malaria Partners

Ensure effective communication and coordination between NMP, MoPH and other partners.

Integrate malaria activities with overall U.S. Department of State–supported health activities to avoid duplication.

Coordinate with partners to address delivery gaps and build capacity within NMP at all levels.

Participate in and contribute to malaria‑related service delivery meetings.

Promote evidence‑based innovations and cross‑border collaboration to accelerate elimination in Thailand.

Communications

Conduct regular conference calls with NMP, partners, and the U.S. Embassy.

Provide availability for calls/meetings with the U.S. Embassy as requested.

Deliver weekly updates by phone to the U.S. Embassy/U.S. Department of State.

Reporting

Submit a detailed monthly report to the U.S. Department of State by the 5th day of the following month.

Submit a weekly progress report that includes a short paragraph of key successes.

Travel

Job requires travel within Thailand.

Qualifications

University degree in a relevant field; postgraduate degree in public health or epidemiology preferred.

Minimum seven years of program management experience in planning, coordination, and evaluation of public health programs, with emphasis on malaria.

Familiarity with malaria programs in the Greater Mekong Subregion (GMS), particularly Thailand.
