As the Compliance Insights Program Manager, you will design a new program and stand up a team focused on measuring bad activity prevalence on our platforms. You will drive strategy, training, and will be responsible for establishing and leading a new prevalence sampling team of Compliance Insights agents. The Compliance Insights agents are responsible for reviewing samples of customers for unwanted activity, across Compliance risk issues and actions (AML, Sanctions, KYC, and Terms of Service). This will require being tied at the hip with our Compliance program teams from SAR investigators to Quality Control. This role reports to the Compliance Data Science & Analytics Lead.

You Will Lead and Develop the Team: Oversee the Compliance Insights agents: onboarding, coaching, and leading the staff to align with the overall Compliance vision. Partner with operations management to maintain high standards for quality and develop a change management framework as procedures evolve. Virtuous Feedback Loops: Create processes to facilitate partnership cross functionally. Partner with Machine Learning, Risk Ops, Product, and Finance teams to ensure that the insights generated from the team create a virtuous cycle of iteration across the organization. When the team finds pockets of bad activity in any customer segment, this should inform our detections, product controls and investments. Deliver Insights & Strategy: Regularly present findings and metrics to executive leadership at Block, enabling data-driven decision-making. Collaborate with other Compliance leads to drive strategic planning, focusing on team growth, organizational structure, and quarterly goals. Data Literacy: Work closely with a dedicated data scientist, requiring familiarity with statistical concepts such as confidence intervals, A/B testing, precision and recall. Risk Analysis: Leverage the team’s findings to identify compliance risk factors and trends in potentially illicit or suspicious activities. Partner with ML modeling teams, emerging risk teams to identify risk vectors, customer behavior and macro pattern recognition. Proactively identify and escalate any gaps in systems, policies, and processes, and implement effective solutions. Procedure Development: Develop and refine team procedures to improve efficiency and refine workflows. Maintain a comprehensive taxonomy of unwanted activities (e.g., AML, Sanctions, KYC, Terms of Service), and align with Risk Operations teams. Regulatory Expertise: This role requires a deep understanding of the payments industry, banking operations, account takeovers, and financial crimes, along with demonstrated leadership experience. Stay informed about the regulatory landscape and compliance requirements, with a focus on BSA/AML requirements for detecting suspicious activities.

You Have 12+ years in AML and Financial Crimes roles at a financial institution or related FinTech payments space 5+ years people management experience Strong knowledge of AML regulations, risks and typologies Excellent analytical skills with strong understanding of how to manage and interpret large datasets. Excellent verbal and written communication skills to describe your findings in precise terms Strong organizational, problem-solving, time-management, and self-starter skills required. Flexibility to adapt and able to manage multiple assignments while working independently. Ability to effectively present to Executive Leadership across Compliance and the company to share results, propose solutions and drive decisions based on the team findings and analysis. Understand the regulatory landscape and compliance requirements; with emphasis on applicable BSA/AML requirements for detection of potentially suspicious activity.

Highly Preferred Relevant industry certifications (CAMS, CFE, CFCS, CRCM) Experience with SQL or Snowflake Direct experience with SAR investigations and Level 2 filing
