Department Overview Physical Planning, Development & Operations (PPDO) manages activities related to physical and environmental planning, design and construction, engineering, maintenance and operations, space planning, and related business services. The campus spans over 2,000 acres with more than 500 buildings and over 8 million square feet. The department manages budgets and a project portfolio in the range described in the original posting.

Job Summary The Senior MEP Project Manager operates independently in planning, design, construction, and commissioning phases of medium-scale to large-scale capital construction projects. Responsibilities include improving the design and performance of building systems, overseeing projects from inception through completion, and ensuring turnover to campus operations with emphasis on reliability, energy efficiency, sustainability, and long operating life.

Appointment Information Budgeted Salary: $115,000 – $140,000 annually. Salary commensurate with skills, qualifications and experience. Benefits level: Full benefits. Schedule: Full-time, 100%; Mon-Fri; Day shift. Employee Classification: Career appointment. Job End Date: None. Work Location: UC Santa Cruz Main Campus. Union Representation: Non-Represented. Travel: Up to 25% of the time.

Job Duties

25% - Project Management

Bids or negotiates construction contracts, reviews and manages construction activities, including contractor's schedule, RFIs, submittals, change order requests, and punch lists.

Monitors construction milestones and critical path activities.

20% - Design Development

Hires architectural, engineering, and consultant firms to develop project requirements and design criteria, and prepare layouts and detail drawings.

Provides leadership to architects and engineers; prepares and approves cost estimates and functional studies.

Establishes project schedule and budget; reviews with clients; establishes milestones; monitors adherence to master plans, budgets, and schedules.

Develops criteria and performance specifications to meet operating requirements and building/safety codes; ensures plans conform to codes and university requirements.

Drives clients and vendors around campus in a university vehicle to visit job sites.

10% - Programming Manages the project program, including meeting with clients to define project scope and program.

10% - Planning Establishes project plan and coordinates with other units and offices to facilitate funding transfers.

10% - Conflict Resolution Acts as liaison among project participants and resolves problems or conflicts, including contractor claims.

10% - Supervision Oversees and directs other project managers and analysts.

5% - Closeout Ensures proper project closeout and turnover of manuals and drawings; ensures training for campus stakeholders.

5% - Reporting Creates project schedules and budgets in project management software; provides monthly status reports and KPIs as required.

5% - Organizational Activities Performs organizational, departmental, and administrative activities not directly related to projects, including committee service.

Required Qualifications

Bachelor's degree in related area and/or equivalent experience/training.

Advanced knowledge of building and construction practices, design, contract administration, and California Building Codes.

Ability to manage a construction project through all phases including budgeting, approvals, bidding, submittals, scheduling, commissioning, punch lists, and closeout.

Advanced project management skills with ability to manage contractors and consultants and maintain scope and budget; minimum eight years of experience in construction project management.

Technical familiarity with at least five building systems or project disciplines (e.g., Architectural, Civil, HVAC, Electrical, Plumbing, etc.).

Strong analytical, organizational, and problem-solving abilities; capable of communicating complex technical concepts to non-technical audiences.

Autonomy with minimal supervision.

Excellent computer skills with MS Office, MS Project, Adobe Acrobat, Bluebeam, AutoCAD, and database systems (FAMIS, Tririga, Filemaker, or equivalent).

Experience with team leadership, facilitation, and public speaking; ability to prepare professional reports and work with stakeholders.

Preferred Qualifications

Bachelor's degree in Architecture, Engineering, Project Management, or Construction Management.

Master's degree in Engineering, Project Management, or Construction Management.

CAPE license within 12 months of employment or reciprocity; LEED AP or Green Associate; PMP.

Knowledge of the University and its building plans; familiarity with Public Works contract law.

Minimum five years leading Project Managers, Architects, and Engineers on complex technical systems.

Experience with energy efficiency projects, payback/cost-benefit analysis.

Special Conditions of Employment

Ability to handle sensitive information and comply with data protection policies.

Ability to work long hours at a computer and in wilderness conditions; ability to travel to remote areas.

Occasional evenings and weekends as directed.

Complete required training including UC compliance training.

Ability to wear safety attire and PPE; read English labels and MSDS; travel to multiple locations.

Maintain professional appearance and conduct; comply with annual financial disclosures; vaccination policy compliance; CANRA mandated reporter.
