GENERAL FUNCTION
Responsible for directing and assisting operational facilities in the development, implementation, training and administration of safety and health policies, programs and practices. This position is a corporate level function to ensure compliance of all the Allura operations for Federal, State, and local government Safety & Health regulations and requirements. This position will function as an advisor to executive and plant management on technical and regulatory issues and act as a coach for operations to increase efficiency and secure a safe working environment.
ESSENTIAL FUNCTIONS Safety Administration, Coordination and Support Responsibilities Essential and Strategic
Monitor and ensure implementation of regulatory updates
Work closely with all levels of the organization to develop excellence in safety culture and performance.
Ensure updates to policies and procedures to meet changes in operations and/or regulatory requirements.
Dissemination of governing safety regulations, appropriate industry “best practices” as well as internal “better practices” to company management, supervisors, and employees to ensure continuous learning and improvement in Safety & Health performance.
Analyze safety performance, make recommendations and drive continuous improvement. Communicate to leadership and Operations the requirements for improving performance including addressing issues, concerns and corrective actions.
Develops, monitors, and disseminates safety goals and/or benchmarks to company employees and subcontractors.
Participates in and, at times, serves as the lead role for project safety meetings as well as significant safety incident investigations and root cause analysis.
Investigates complaints regarding safety violations/deficiencies and makes recommendations to for correction of deficiencies.
Creates and maintains good employer-employee relations in all areas of the company.
Operational
Coordinates Allura EHS Teams
Serves as a Allura Energy Champion
Ensures required records are maintained
Coordinates Safety Risk Assessment development and updates
Works with sites to implement/maintain a Job Safety Analysis program
Oversees emergency preparedness program development
Ensures training programs are implemented
Ensure training records are maintained
Ensure accident reporting and investigation is comprehensive
Ensure sites follow up on safety inspections/corrective actions
Oversees management of change process to ensure EHS issues are addressed
Environmental Oversite Responsibilities including Air Quality Responsibilities
Monitor and implement regulatory updates
Ensure that pollution equipment is properly permitted
Ensure compliance with provisions of permits
Ensure permits are current and accurate
Ensure recordkeeping requirements are met
Ensure that pollution equipment is maintained in proper working order
Understand and be familiar with regulatory requirements at federal, state and local level
Ensure timely reporting to regulatory agencies as required
Participate in planning of projects and obtaining/modifying permits
Interface with federal, State and local governments as needed
Waste Management
Oversee waste management activities
Ensure waste profiles are maintained as required
Act as technical contact for sites during agency inspections
Audit and oversee selection of waste management vendors
Ensure waste minimization plans are implemented for each location
Industrial Wastewater Discharge Responsibilities
Ensure permit compliance
Ensure Spill Discharge Control Plans are being kept current and accurate)
Ensure recordkeeping requirements are met
Ensure permits are renewed / updated as necessary
Stormwater Management Responsibilities
Ensure compliance with general stormwater permits
Ensure construction stormwater permits are obtained as required
Ensure sites maintain and update Stormwater Pollution Prevention Plans
Ensure permits are renewed / updated as necessary
Ensure sites implement Best Management Practices (BMPs) to minimize impact to stormwater
Spill Prevention Control and Countermeasure (SPCC) Management Responsibilities
Ensure compliance with SPCC Plans
Ensure SPCC plans are current
Industrial Hygiene Responsibilities
Ensure IH testing plans are implemented in support of plant activities
Ensure each site implements a Chemical Hazard Risk Assessment program.
Ensure IH programs including; respiratory protection, hearing conservation, ergonomics risk assessment, and process water exposure control, are implemented and updated as needed
Oversee development and implementation of action plans for emerging IH exposures
Ensure incoming materials are evaluated for environmental, health and safety impacts
Provide EHS Support for Research and Development activity

EDUCATION AND SKILLS
4-year degree in a relevant field from an accredited institution required (Masters preferred)
Thorough understanding of environmental compliance regulations
Thorough understanding of occupational Safety and health regulations
Thorough understanding of industrial hygiene monitoring, evaluation and control
Experience leading environmental and safety cultural improvement at manufacturing facilities
Experience with managing environmental compliance of multiple manufacturing facilities
Must be proficient in MS Office (Word, Excel, PowerPoint, Visio) and Adobe Pro
Must have excellent verbal and written communication skills
Minimum 10 years’ experience in a EHS leadership position (industrial experience preferred)
Bilingual in English and Spanish preferred
COMMENTS
Must have excellent written/verbal skills as well as analytical and problem-solving skills
Responsible for ensuring plant safe operating procedures and safety policies are maintained and improved
Responsible for teamwork communication with staff and management
Periodic travel (up to 50%)
The Division EHS Supervisor or another designee by the Vice President of Operations will be responsible for the essential job functions of this position when the Director of is not available.
