Roles Clinical Nurse Specialist Clinical Nurse Specialists are Master's Degree‑prepared advanced practice Registered Nurses who perform the following core responsibilities:
Provide care for patients with multiple or complex health needs within a specific clinical area.
Use advanced clinical skills in assessment, diagnosis, treatment and evaluation of patients.
Use theoretical and clinical expertise to assist health care providers and patients in promoting or achieving optimal health.
Develop and implement standards of nursing practice.
Serve as a consultant or expert resource person for other health providers.
Facilitate an interdisciplinary and collaborative approach to meeting patients’ needs.
Seek consultations and make referrals as needed.
Promote research to improve clinical nursing practice.
Clinical Nurse Specialists assess, plan, provide and evaluate specialized nursing care of patients by advancing the quality and scope of nursing practice through clinical practice, education, research, consultation, and administrative roles in their area of specialty (e.g., diabetes, cardiology, respiratory, pediatrics, etc.) for a specified patient population.
Quality and Practice Advisor (QPA) QPA are Registered Nurses who use evidence‑informed practice to facilitate and lead improvements in patient care and in the work environment. Major responsibilities include:
Facilitate improvement work by evaluating data trends and developing evidence‑based practice changes.
Act as a clinical specialty consultant to nursing staff and inter‑professional teams.
Collaborate with teams to enact implementation of evidence‑based practice and specialty standards.
Lead improvement and change initiatives, using data and standard processes to assess and improve patient outcomes.
Provide education, dissemination and professional development to the inter‑professional team.

Professional Responsibilities Clinical Nurse Specialist
Analyze patient care plans for evidence of documentation of standards of practice, share findings with staff and collaborate in developing assessment tools.
Demonstrate expertise in the execution of daily patient care, providing collaboration and instruction to staff.
Select, implement and evaluate therapeutic and preventative nursing measures for selected patients.
Coordinate nursing plans of care with the medical plan of care, ensuring a multidisciplinary approach.
Maintain and teach specialized knowledge necessary for specialty service area procedures.
Offer consultative services and participate in planning, development and evaluation of clinical research.
Participate in the hospital’s quality improvement program, monitoring indicators of quality projects.
Provide direct patient care while ensuring safety, comfort and ethical standards.
Serve as a consultant to patients, families and staff.
Quality and Practice Advisor
Establish and monitor care standards, recommending changes based on professional standards and evidence.
Provide collaboration, direction and instruction to staff regarding the nursing process.
Consult within nursing services and interprofessional teams to improve quality outcomes.
Demonstrate basic understanding of quality improvement cycles and change management.
Participate in the hospital’s quality improvement program and monitor quality and safety trends.
Qualifications Minimum Qualifications
Any combination of education and experience that would likely provide the required knowledge, skills and abilities as well as possession of any required licenses or certifications is qualifying.
Clinical Nurse Specialist
Education: Master’s degree in a work‑related discipline from an accredited college or university.
Experience: Three (3) years of progressively responsible and directly related work experience.
License/Certification:
Registered Nurse by California Board of Registered Nursing
Clinical Nurse Specialist by California Board of Registered Nursing
Basic Life Support (BLS) by American Heart Association (AHA)
or RQI Healthcare Provider Basic Life Support
Quality and Practice Advisor
Education: Bachelor’s degree in Nursing; must be enrolled in a CNS program and complete within 4 years of job acceptance.
Experience: Three (3) years of progressively responsible and directly related work experience.
License/Certification:
California Registered Nurse (RN)
BLS for health care providers
Advanced life support for area of specialty (NRP/PALS/ACLS) and certification in the field of specialty
Knowledge and Skills Clinical Nurse Specialist
Communicate effectively in oral and written formats.
Conduct research, document results and make recommendations.
