Senior Global Health Security (GHS) Advisor (DOS/LEAP Global) - Vietnam ZemiTek, LLC is a Woman-Owned, SBA-certified 8(a) Small Disadvantaged Business (SDB) based in the Washington, DC metro area. Since 2007, ZemiTek has delivered technical assistance, project management, information technology, knowledge management, monitoring and evaluation, training and learning development, and institutional support services. Global Solutions Ventures (GSV) – a joint‑venture partnership between ZemiTek and Dexis Consulting Group – is implementing the Long‑term Exceptional Technical Assistance Project (LEAP Global). As of July 1 2025, LEAP Global transitioned to the U.S. Department of State (DOS) to address infectious disease challenges in USA‑supported countries.

About The Position The Senior Global Health Security (GHS) Advisor will support the Health Security Unit (HSU) in the Economic Section of U.S. Embassy Hanoi to carry out life‑saving humanitarian assistance (LHA). The primary focus will be to provide technical support to prevent, detect, and respond to infectious disease threats with public health potential. The Advisor will embed within national programs, coordinate with multisectoral ministries, and facilitate the implementation of U.S. Department of State‑funded health assistance activities.

Responsibilities

Assist GVN counterparts to deliver LHA GHS services, including:

Community‑based active surveillance;

Systems capacity for detecting priority diseases/threats;

Data systems for monitoring, analyzing, and reporting;

Infection prevention and control (IPC) and WASH in healthcare facilities;

Case management;

Emergency management, including emergency operating centers (EOC) and point of entry screening;

Risk communication and community engagement;

Emergency outbreak response.

Provide technical support to and actively engage with national and sub‑national levels to implement programmatic and response interventions.

Monitor progress of GHS program implementation and recommend improvements for service delivery.

Organize regular discussions among multisectoral stakeholders to ensure alignment of technical approaches across the GHS portfolio.

Identify performance gaps, bottlenecks, and facilitate consensus on targeted interventions to improve key indicators, such as reduction in incidence and mortality for epidemic and pandemic‑prone diseases and strengthening systems to prevent, detect, and respond to infectious disease threats.

Support implementation and expansion of best practices in GHS and outbreak response nationwide, including routine review of service delivery processes, dissemination of best practices, and promotion of prioritized interventions.

Assist ministries in emergency outbreak responses, achieve relevant GHS targets (WHO JEE, IHR SPAR, Pandemic Fund Framework), and prepare workplans and reports for the Department of State.

Provide technical support to develop Pandemic Fund grant applications, monitor grant implementation, review performance reports, and ensure effective coordination with donors and U.S. Government officials.

Conduct regular communications with multisectoral stakeholders, U.S. Embassy Hanoi, Washington, D.C. to review progress, discuss activities, and address emerging issues.

Submit monthly and bi‑weekly progress reports to appropriate points of contact at U.S. Embassy Hanoi and the U.S. Department of State.

Qualifications

Advanced degree (MPH, MD, PhD, DVM, or equivalent) in public health, epidemiology, medicine, or a related field.

Minimum 10 years of progressively responsible experience in animal health, public health, or epidemiology.

Strong knowledge of GHS, infectious disease surveillance, outbreak response, and health systems strengthening.

Prior experience working with a bi‑lateral or multilateral donor in development programming.

Extensive understanding of infectious diseases, health systems, and development issues with specific insight into Vietnamese cultural and work environment.

Proven ability to interact effectively with senior executives, government officials, and mid‑level technical staff, and with technology entrepreneurs, researchers, and innovators.

Experience working with diverse stakeholders across public, private, and nonprofit sectors.

Strong management, negotiation, collaboration, team building, networking, and interpersonal skills.

High level of technical, analytical, and quantitative skills for scientific approaches and policy analysis.

Excellent written and oral communication abilities, including the capacity to produce professional‑quality analytical reports and deliver effective presentations.

Professional fluency in English.

Experience with U.S. Government‑funded public health programs.

Preferred Qualifications

Professional fluency in Vietnamese.

Knowledge of local culture is a plus.

Relevant technical experience in Vietnam.
