Job Description WSP is growing its Minneapolis, MN office and is seeking a highly experienced and motivated candidate to fill our

Senior Civil Highway Project Manager

position. This position will be critical to delivering infrastructure solutions across Minnesota with a focus on County and Minnesota Department of Transportation (MnDOT) projects, ensuring technical excellence and high‑quality deliverables. The successful candidate will have a comprehensive range of skills, including project management, roadway design experience related to preliminary/final highway design, roadway and intersection geometrics, safety and ADA design, and be well versed in MnDOT State Aid and MnDOT Trunk Highway delivery processes. Support and mentor local staff emphasizing Minnesota standards, career development and advancement of technical skills

Collaborate with professionals, engineers, planners, and infrastructure authorities on federal, state, regional, and locally funded improvement projects

Develop a personal network and proposal & business development opportunities

Interact effectively to create high‑quality technical and professional deliverables on projects and proposals

Inspire, motivate, and promote the best of WSP to clients and communities to ensure strong engagement and team morale

Clients

Participate in client engagement and build personal network for yourself and WSP staff

Drive business performance to strategically grow market share and position WSP as a preferred engineering services provider

Determine client requirements and contribute to the development of proposals, scopes, schedules, and budgets

Identify cross‑business line opportunities through discussions with industry partners and clients

Expertise

Manage design projects, studies, and tasks

Lead preparation of preliminary and final design plans, cost estimates, and special provisions while developing staff in these areas

Work independently with minimal oversight and provide guidance and leadership to junior team or project members, with strict adherence to QA/QC

Demonstrate high‑level self‑leadership with attention to detail, multi‑tasking, and prioritization of responsibilities

Operational Excellence

Promote excellence and innovation in providing high‑quality technical products

Promote commitment to improving and maintaining technical excellence

Provide leadership in technical and professional activities on projects

Foster the development of new innovations for clients to be a trusted industry leader

Show strong commitment to QA/QC procedures

Who You Are Required Qualifications

Bachelor’s degree in civil engineering

Minimum of 10 years of verifiable professional project management experience

Professional Engineering registration in Minnesota (or ability to obtain within six months)

Proven experience with MnDOT projects

Proficiency in Bentley Open Roads Designer software

Ability to think strategically and creatively, and craft approaches to challenging projects

Strong communication, leadership, and organizational skills

Preferred Qualifications

Active membership in a local professional organization

Experience leading design teams on multi‑disciplinary projects, including sub‑consultant oversight

Experience with infrastructure planning and design, corridor studies, rehabilitation projects

Knowledge of relevant MnDOT and State Aid design criteria, specifications, codes, regulations, compliance practices, submittal procedures, and record‑keeping requirements

Extensive experience with MnDOT and local county transportation projects

Well‑established client relationships and industry contacts, including MnDOT, county, and business partners in Minnesota

Sound decision‑making, strategic and visionary thinking, and creative business‑development capabilities

Compensation Expected Salary (all locations): $121,100–205,900
