Interactive Government Holdings (IGH) is seeking a qualified, trained, and capable individual to serve as a Senior Contract Analyst – Lead to provide Contract Specialist Support for the Military Treatment Facilities under (J‑11) National Capitol Region. In support of the Defense Health Agency (DHA), while maintaining strict confidentiality.

Position Requirements Mission Services include but are not limited to acquisition and contract management, program management support, and other related workload requirements associated with the acquisition and administration of awarded contracts. The contractor shall accomplish various acquisition and administrative services to complement the Government’s workplace capabilities.
Major Responsibilities
Provide expert technical advice, staff coordination, and consultation to foster the formulation of guidelines, implementation of new developments, and provide expert interpretation.
Perform HR functions including tracking and approving time sheets, PTO, travel, and required trainings, while maintaining staffing according to the PWS.
Complete operational or consulting support in acquisition life‑cycle or program/project functional areas such as purchasing/procurement, source selection, training, research, business process improvement, policy development, financial analysis, automated systems development/analysis/implementation, federal government project or program management, federal statutes and regulations, and acquisition or contracting management.
Work independently in a mid‑level, non‑managerial role, exercising latitude to carry out tasking, prioritize workload, and make recommendations on overall strategies.
Report to multiple sources and share all information pertaining to acquisition and contracting actions for review.
Understand all aspects of the DHA Procurement Customer Portal for education, training, and consulting purposes.
Formulate Performance Work Statements and documentation for pre‑award requirement packages.
Meet with Division Directors and other personnel to ensure the suggested requirement is developed correctly for contracting approval.
Assist Department Directors and Contracting Office in guidelines and procedures for completing a requirements package for healthcare requirements at WRNMMC.
Generate and update all required documentation and templates used in the submission of a requirement to contracting.
Conduct training and educational briefings so that personnel seeking contracting support understand procedures and policy.
Educate and train new/secondary duty Contracting Officer Representatives (COR) outside the Department of Logistics, WRNMMC, on completing requirement package documentation and submission to the contracting office.
Coordinate training, education, and various correspondence with DHA Procurement Support.
Complete presentations with various department personnel.
Advertise the usage of the DHA Procurement Customer Portal system.
Qualified Candidates
Bachelor’s degree with a major in any field, plus at least 24 semester hours in accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization.
At least 10 years of specialized experience and must be DAWIA Contracting Level III certified (graduate‑level education may be substituted for experience or certification).
Exceptional knowledge of all phases of acquisition management.
Outstanding recent operational and managerial resource experience, and a diverse range of subject‑matter expertise in one or more relevant acquisition life‑cycle or program/project functional areas, including purchasing, source selection, training, research, business process improvement, policy development, financial analysis, automated systems development/analysis/implementation, federal government project or program management, federal statutes and regulations, and acquisition or contracting management. Demonstrated record of professional excellence within multiple organizations in challenging management/team‑lead roles. In‑depth understanding of state‑of‑the‑art techniques and best practices.
Ability to conduct price and cost analysis to review proposals against past history, actual and estimated expenditures, and established rates to determine price reasonableness or a negotiation position.
Knowledge of fact‑finding, analysis, and resolution of complex problems, and the ability to develop concrete action plans to solve problems.
Exceptional knowledge of Federal and DoD contracting principles (FAR, DFARS, DoD Directives and Instructions, laws, regulations, and procedures).
Proficient in reading, writing, and speaking English.
U.S. Citizenship required.
