Ludlow
The purpose of this position is to provide administrative oversight of the Town’s cash management program and manage the collection of all monies and taxes due to the Town in accordance with the provisions of Massachusetts General Law. The Treasurer/Tax Collector is responsible for the Town’s financial activities of cash and debt management, collection of taxes, accounts receivable and other revenues, and oversees the borrowing of funds in compliance with federal and state laws. Responsible for maintaining and improving upon the efficiency and effectiveness of all areas under his/her direction and control.
KEY RESPONSIBILITIES
Responsible for maintaining a comprehensive set of financial records to record the receiving, depositing, and disbursing of all money for the Town.
Plan, direct, and coordinate policies and procedures for the issuance and collection of tax bills.
Oversee processing of the Town’s tax title and tax foreclosures accounts, receipt of payments, discharge of tax titles, and the administration of foreclosure property sales according to state law.
Develop and implement cash management procedures, including forecasting and maximizing cash flow. Monitor cash receipts and maintains internal cash procedures.
Respond to citizens, property owners, and members of the banking and real estate community’s requests for information.
Oversee the process of on-line electronic tax payments for real estate, personal property, and motor vehicle excise bills.
Supervise the deposit of tax receipts, reconciling of cash receipts daily, monthly reconciliation of collector’s cash journal and verification of outstanding balances.
Responsible for overseeing the issuance of short-term and long-term indebtedness, signing bonds, notes, and financial statements for the Town.
Manage preparation of the Town’s debt service budget activity.
Maintain accurate fiscal records. Prepare financial reports, including reports for audits.
Maintain the Treasurer/Collector Cash book, and spreadsheets containing details of receipts, disbursements and balances, transfers of funds, records of tax title accounts, foreclosure accounts, trust fund accounts, and bank statements, monthly.
Reconcile accounts with the Town Accountant.
Issue temporary notes, compile information for bond statements in collaboration with Town Clerk and Bond Counsel. Review with and obtain approvals from Board of Selectmen.
Prepare monthly, quarterly, and annual reports related to cash, investments, and debt obligations for the State Department of Revenue, and the Town’s Annual Report.
Maintain custody of securities for Trust Funds. Collect and invest income from trust fund portfolios’ investments.
Provide information to the Town’s auditors about preparation and completion of Town’s annual audit report.
Collaborate with the tax title counsel to collect delinquent taxes through Land Court.
Manage the preparation and publication of advertisements and the filing of required documents with the Registry of Deeds.
Perform other related duties as necessary.
MINIMUM QUALIFICATIONS
Bachelor’s degree in accounting, finance, business administration, or related field. Minimum of 3-5 years of related work experience or an equivalent combination of education, training and experience. Knowledge of municipal financial procedures, relevant laws, and best practices in cash/handling controls. Experience with Munis financial software system preferred. Ability to be bonded is required.
