Program Manager
for its
STI/Modeling Team .
Location : Metro Washington DC area.
Security Clearance : None required. Must be US work eligible and able to successfully pass a U.S. Public Trust background investigation.
Anticipated Start : First quarter of 2026.
YOUR MISSION The Program Manager would serve as the senior lead for the STI/Modeling Team, providing scientific, technical, and programmatic oversight for NOAA's OSTI Modeling Program.
This role focuses on coordinating complex modeling initiatives such as the Unified Forecast System (UFS), Next Generation Global Prediction System (NGGPS), and related efforts. Responsibilities include tracking milestones, developing briefings and reports, managing budget execution, facilitating stakeholder coordination across the modeling community, and ensuring effective Research-to-Operations (R2O) transitions.
This position acts as a key interface with NOAA leadership, supporting program goals in earth system prediction, numerical weather modeling, and risk assessment.
REQUIRED EXPERIENCE and EDUCATION
M.S. degree from an accredited college or university in Meteorology or a related physical science.
At least 10-15 years of work experience in mid-level scientific, technical, and programmatic services.
Background and knowledge in research and/or systems engineering initiatives related to weather forecasting, numerical weather modeling, or similar.
Experience with development of documentation, budgets, and programmatic assessments within government or military environments.
Expertise in Smartsheet, Google Workspace, and Microsoft Office.
DESIRED EXPERIENCE and SKILLS
Experience in NOAA-specific programs such as UFS, NGGPS, HFIP, or air quality modeling.
Programming skills in Linux environment (Perl, shell scripting, databases).
Knowledge of ESRI suite, statistical software, or qualitative coding software.
Experience in high-performance computing (HPC) access facilitation, code management governance, or interagency agreements (e.g., MOUs).
Proven track record in facilitating UFS governance, annual reviews, or federally funded opportunity coordination.
RESPONSIBILITIES
Provide coordination support to the OSTI modeling program, including documenting and tracking milestones, coordinating with stakeholders across the modeling community in support of the UFS, and developing briefings to report on accomplishments and risks.
Coordinate milestones, deliverables, and reporting.
Support the organization and execution of the UFS-R2O project, including facilitating meetings, risk assessment, QPR updates, and task coordination with stakeholders.
Provide budget execution and tracking support, including developing funding memos and supporting OSTI budget office processes for fund transfers in the modeling program.
Assist in program design, roadmap creation, schedule tracking, quad chart preparation and outreach activities using subject matter expertise in numerical weather prediction.
