Program Manager
for a corporate STI/SDE Team. Location : Metro Washington DC area. Security Clearance : None required. Must be US work eligible and able to successfully pass a U.S. Public Trust background investigation. Anticipated Start : First quarter of 2026. YOUR MISSION
The Program Manager for the STI/SDE Team provides specialized support in Service Delivery Evaluation (SDE), focusing on social science research, user engagement, and transitioning SDE projects into operations. This role involves designing and executing SDE projects, data analysis, stakeholder management, and presenting findings to improve weather service delivery, with an emphasis on end‑user feedback and operational readiness. REQUIRED EXPERIENCE and EDUCATION
B.S. or M.S. degree from an accredited college or university (M.S. preferred in social science, environmental science, or related). At least 5-15 years of work experience in mid-level scientific, technical, and programmatic services. Background in social science research methods, improvement of operational weather predictions, or service delivery evaluation. Experience with data collection, analysis, and reporting in government environments. Expertise in Smartsheet, Google Workspace, and Microsoft Office. DESIRED EXPERIENCE and SKILLS
Experience in SDE-specific projects, user feedback surveys, or interagency working groups. Knowledge of statistical software, qualitative coding software, or ESRI tools. Background in meteorology, atmospheric sciences, or interacting with forecasters/stakeholders. Mentoring experience with interns or early‑career researchers. RESPONSIBILITIES
Provide general coordination, support, and execution of SDE projects; manage relationships with end users, operational personnel, and interagency working groups; plan meetings; mentor interns; present project findings; assist with research proposal reviews; and complete administrative duties. Initiate research projects with appropriate methodologies, collect primary and secondary data, conduct qualitative and quantitative analyses, and draft findings in plain language for general audiences. Coordinate preparation of quad charts, briefing materials, and presentations to communicate program status to NOAA and NWS management. Coordinate, schedule, and facilitate regular and annual meetings, and generate meeting minutes for SDE projects. Assess SDE research quality for operational transition, prepare operational readiness slides, and support outreach to forecasters and stakeholders using expertise in service delivery and numerical prediction.
