Financial Management Services is a fiscal intermediary that supports self-direction for individuals with disabilities, providing expert guidance and top-tier services in a constantly evolving system. Through the Agency with Choice program, we offer an alternative to traditional provider-managed services, empowering participants to manage their support and services with increased choice and authority.
What will you do?
As the Program Director, you will oversee the daily operations, compliance, financial integrity, and overall service delivery. This role ensures the seamless administration of fiscal intermediary services, supports self-directed employees (SDEs) and managing employers, and enhances program efficiency through strategic leadership and operational improvements. Your key responsibilities will include:
Operational Leadership & Program Management
Oversee the daily operations of the Fiscal Intermediary program, ensuring the efficient and effective processing of payroll, vendor payments, and participant-directed funds.
Ensure compliance with DDD regulations, Medicaid, and state/federal requirements related to self-directed services.
Implement and monitor key performance indicators (KPIs) to improve service delivery and operational efficiency.
Lead process improvement initiatives to enhance fiscal intermediary services and optimize workflow.
Ensure accurate payroll processing, tax filings, and vendor reimbursements for SDEs and managing employers.
Monitor budgets, financial transactions, and reimbursement processes to maintain fiscal integrity and transparency.
Conduct audits and implement risk management strategies to maintain compliance with state and federal funding regulations.
Develop and enforce policies and procedures to align with Medicaid and the Department of Developmental Disabilities (DDD) guidelines.
Serve as the primary liaison with DDD, vendors, and external partners to ensure program alignment with state initiatives.
Ensure that all inquiries and concerns from participants, families, and staff are addressed promptly and professionally.
Lead, mentor, and develop a high-performing team to ensure efficient operations and exceptional customer service.
Foster a collaborative and supportive work environment that prioritizes accountability, problem-solving, and innovation.
Conduct regular performance evaluations, training, and professional development initiatives.
Who you are:
Bachelor’s degree in business administration, Finance, Human Services, or a related field (Master’s preferred).
5+ years of leadership experience in fiscal intermediary services, self-directed programs, Medicaid-funded services, or human services operations.
Extensive knowledge of DDD policies, self-directed services, and fiscal intermediary functions in New Jersey.
Knowledge of employment laws, tax filings, and workforce compliance regulations for Self-Directed Employees (SDE).
Familiarity with Dayforce, Zendesk, or other payroll and customer management platforms.
Experience managing payroll, tax compliance, and financial processes in a human services or nonprofit setting.
Strong leadership, strategic planning, and process improvement skills.
Excellent communication and stakeholder management abilities, with experience working with government agencies and service providers.
Proficiency in financial software, payroll systems, and Medicaid billing platforms.
