This opportunity is for a Project Manager within JMT Technology Group. The successful candidate will be responsible for providing project management services and technical expertise within our Government Solutions team to support our clients. The candidate will help to devise solutions that best meet customer needs and will lead project teams in implementing those solutions through the entire life cycle. The project manager will be responsible for maintaining frequent and direct communication with clients, developing scope and cost estimates, monitoring and controlling projects, and resolving impediments efficiently. Project management approaches vary from client to client and the types of projects managed may include both application development and GIS services.

Job Responsibilities

Develop technical scopes of work and approaches for projects that require the design, development, integration and implementation of custom software solutions, commercial-off-the-shelf applications, or enhancements to existing software solutions in response to Requests for Proposals (RFPs) and Requests for Qualifications (RFQs)

Responsible for understanding and documenting high-level business requirements for specific transportation, airport, water/wastewater, environment and natural resource, facility, and public safety business problems that require a software solution

Work with Business Analysts to translate business requirements into functional requirements and specifications

Document business processes and identify effective solutions as part of a project team

Prepare presentations and participate in project interviews

Prepare and update project management plans

Prepare Work Breakdown Structures (WBS)

Prepare estimates of hours and cost to perform the required services with the assistance of the project team

Prepare and maintain detailed project schedules using Microsoft Project

Prepare and distribute meeting agendas and meeting minutes

Prepare progress reports on a monthly or as-needed basis

Review and validate invoices

Upload and maintain all project documents in a Microsoft SharePoint environment

Validate and update project documentation

Monitor and manage project performance, scope, budget, quality, risks and schedule for all assigned projects

Update resource forecast for assigned projects

Set and continually manage project expectations with team members and other stakeholders

Manage and mentor subconsultants

Attend and present at conferences and seminars

Local travel within the State of Maryland, and potentially neighboring states, to meet with clients is required.

Required Skills

Experience managing web and mobile application development projects

Experience managing projects that utilize both Waterfall and Agile methodologies

Experience with a variety software development methodologies

Ability to manage multiple projects simultaneously

Experience preparing and providing presentations in public and project settings

Experience writing technical proposals and project documentation

Experience using Microsoft Word, Excel, Outlook, Project and Visio

Demonstrated and verifiable leadership experience

Experience working in a team-oriented, collaborative environment with team members, customers and consulting partners from a broad spectrum of disciplines

Required Experience

At least 5 years direct work experience in a project management capacity for application development projects

Bachelor's degree in the field of information technology or related discipline

Must be able to obtain PMP certification within one year of employment

At least 2 years direct work experience as a project team member for GIS implementation projects. GIS implementation experience should include advanced geoprocessing, mapping and visualization, editing and data compilation, data management, linear referencing, network analysis, mobile GIS, and/or modeling.

Desired Experience

Master's degree in the field of information technology or related discipline

PMI Certified Project Management Professional (PMP) credential

Certified ScrumMaster

Experience implementing software solutions for state and local government

Experience implementing software solutions in the transportation, airport, water/wastewater, environment and natural resource, facility, and public safety markets

Experience implementing Esri technology in a consulting capacity
