Position Summary Under the direct supervision of the CHC Manager, the Outreach Manager performs a wide variety of operational, technical, and administrative duties. The role collaborates with administrators, medical directors, managers, supervisors, and staff to review and improve laboratory operations across assigned Community Health Centers, enhancing operational efficiencies, troubleshooting issues, and coordinating general laboratory functions, IT systems, quality improvement projects, and fiscal initiatives.

ESSENTIAL RESPONSIBILITIES & DUTIES

Human Resources

Assist Laboratory Operations Director and managers with personnel and HR issues and ensure adherence to job descriptions, policies, and performance standards.

Plan, coordinate, and administer policies.

Initiate and recommend policies to achieve hospital objectives and ensure maximum utilization of personnel.

Investigate causes of disputes and grievances, initiate corrective actions, and assist with grievance processes as needed.

Communicate hospital and department activities through routine staff meetings, bulletin boards, and other media.

Analyze services and develop optimal staffing patterns; evaluate staffing options for current, part‑time, and per diem staff.

Work closely with HR and Operations Director to select high‑quality candidates.

Assist with payroll monitoring; monitor turnover, overtime, and absenteeism and report variances.

Customer Service

Implement, train, and provide coverage and solutions for customer service issues regarding access to services and laboratory results.

Maintain relationships with staff, directors, CHC staff, hospital employees, requesting physicians, and all customers to ensure quality relations.

Improve customer support dynamics in line with BMC goals and mission.

Maintain close relationships with Community Health Centers to ensure quality service.

Collaborate with Laboratory Medicine personnel to maintain systems and operations that maximize customer service.

Establish and maintain customer service standards and respond to feedback to improve services.

Ensure a customer‑service focused environment and value feedback for continuous improvement.

Training

Prepare training manuals and supervise employees in duties related to department and area functions.

Establish and administer departmental orientation and in‑service training programs for technical staff.

Financial Management

Assist in preparing and addressing monthly budget variance reports, including overtime usage and workload metrics.

Contribute to cost‑effectiveness, resource optimization, and revenue enhancement goals.

Control laboratory test send‑out budget and assess reference laboratory services.

Ensure compliance with charging and coding procedures per hospital and regulatory requirements.

QA & Technical Competencies

Provide a technically sound environment; assess and maintain technologist competencies per policy.

Ensure compliance with all regulatory agencies (CAP, The Joint Commission, Public Health, OSHA, FDA).

Measured By

Absence of major deficiencies during regulatory inspections.

Submission of corrective action reports for self‑inspection deficiencies.

Compliance with laboratory billing regulations.

Day‑to‑Day Operations / Management

Supervise, plan, coordinate, and direct daily operations of assigned Community Health Centers.

Develop and implement policies related to patient and staff welfare, equipment maintenance, and procedures.

Ensure adequate work schedules and optimal staffing.

Maintain competency documentation for technical staff and provide necessary training.

Optimize inventory supply systems and reduce overstocking.

Collaborate with safety committee to ensure compliance with safety equipment usage.

Compile statistical data (attendance, vacation, revenue) and report monthly to CHC Manager.

Professionalism & Leadership

Commit to self‑development in management and Laboratory Medicine knowledge through training and application.

Demonstrate reliability, professionalism, and adherence to hospital policies and standards.

Support effective communication and collaboration across departments and staff.

Compliance

Maintain current knowledge of compliance standards and proficiency testing for Laboratory Medicine.

Service & Maintenance

Assist in evaluating new laboratory equipment, products, and supplies for recommendation and purchase.

Plan and allocate space to maximize patient testing flow and specimen handling.

Managed Care

Ensure adherence to managed care guidelines and implement proper policies.

Work with external departments to maintain billing and coding compliance with managed care guidelines.

Meet hospital‑wide standards for performance, conduct, and patient rights.

Education & Requirements

Requires a Bachelor’s degree in Medical Technology, Clinical Laboratory Science, or a related life science (Chemistry, Biology, or Biochemistry) with a supervised clinical internship.

Preferred certifications: ASCP, NCA, AMT, AAB, HEW, or equivalent.

3–5 years supervisory or management experience in a clinical laboratory; operations or project management experience preferred.

Outstanding organizational, interpersonal, leadership, presentation, technical, and analytical skills; ability to implement problem‑solving and change.

Compensation $61,500.00 – $89,500.00 (depending on qualifications). Compensation includes base salary, benefits (medical, dental, vision, pharmacy), discretionary bonuses, merit increases, Flexible Spending Accounts, 403(b) savings match, paid time off, and opportunities for career advancement.
