Description Under the leadership of the Associate Director, the Program Manager will supervise a team of service delivery staff, volunteers, and interns to help individuals establish educational goals, access occupational skill training, and secure employment opportunities that lead to family sustaining wages.
The Program Manager will coordinate services offered to enrolled participants, manage relationships with service providers, and improve soft and hard skills, employability, and quality of life for participants. They will ensure direct service staff conducts needs assessments, create Individual Employment Plans (IEP), and maintain services and data in CalJOBS, Salesforce, and other databases.
Key responsibilities include implementing programming that achieves academic goals, credential attainment, work readiness, and post‑secondary or employment placement. The Program Manager supports the Integrated Service Delivery Model (ISDM) and collaborates with the Learning & Evaluation and Intake Teams to deliver a client‑centered workforce development approach.
Essential Duties and Responsibilities
Develop and maintain program presentations for outreach and enrollment.
Oversee and monitor agency internal referrals and enrollment packets.
Maintain data quality in CalJOBS, Salesforce, and other systems.
Coordinate education and training programs for high‑school diploma, advanced, or occupational skill training.
Train staff on WIOA policies, performance measures, and program elements.
Provide leadership to direct service staff, volunteers, and interns.
Collaborate with community partners to connect clients to external services.
Requirements
5‑year degree or workforce development management experience.
Education: AA required, BSW preferred. 3‑4 years professional WIOA experience or equivalent.
Experience managing programs for vulnerable populations (reentry, foster youth, homeless, veterans, disabled, unemployed).
Strong organizational, client‑facing, and teamwork skills.
Proficient in Salesforce, data tracking systems, Microsoft Office.
Valid driver’s license and reliable transportation.
Salary Range $70,000 – $80,000
