Contracts Manager (Hybrid)
Enlighten is seeking a dedicated Contracts Manager to join our team in Columbia, MD. The role is hybrid with an average of 1-2 days per week in the Columbia office. This position supports the Mission Technologies Division of HII Mission Technologies Corp (HII MTC) and focuses on owning the end-to-end contract lifecycle—from negotiation and drafting to execution and risk mitigation.
Essential Job Responsibilities
Serve as a core contractual business advisor to line and functional managers, including VP of Operations, Senior Directors, Program Managers, Procurement, Pricing, Finance/Accounting, Costpoint Team, Business Operations, and Project Control.
Ensure compliance with all contractual obligations, reporting requirements, and HII/HII MTC policies and Contracts Department processes.
Negotiate terms of contract documents (Contracts, Cost/Price Proposals, NDAs, Teaming Agreements) and administer current contracts, task orders, and modifications.
Support proposal development by analyzing RFPs and determining contractual requirements to deliver compliant, responsive, and winning proposals.
Maintain Unison Contract Lifecycle Management software records from cradle to grave contract information.
Prepare cost/price proposals and delivery order proposals using Excel spreadsheets and Word, following FAR guidelines.
Participate in strategic business decisions regarding proposals and contracts and interact with Program Managers, PCO/buyers, and support functions to ensure contract compliance.
Other duties as assigned.
Minimum Qualifications
U.S. citizenship and willingness to obtain a Secret clearance; high school diploma or higher required.
10+ years relevant progressive experience with a bachelor’s degree, or 8+ years with a master’s degree, or 14+ years with a high school diploma equivalency.
Experience with Firm Fixed Price contracts, OTAs, CSOs, and government defense contracts.
Proficient in Microsoft Word, Excel, Outlook, and SharePoint.
Working knowledge of FAR, DFAR, and government contracting regulations.
Past experience managing contracts, subcontracts, and pricing efforts.
Strong verbal and written communication skills.
Hybrid work environment readiness (1-2 days per week in office).
Preferred Requirements
CFCM or CPCM certifications desired.
Experience with government-approved purchasing systems.
Proficiency with subcontract administration.
