Job Description and Duties Under the supervision of the Program and Project Supervisor of the Water Branch, the incumbent represents ratepayer interests on issues related to the revenue requirement and rates for CPUC‑regulated Class A Water Utilities in General Rate Cases and other rate‑setting cases. Primary assignments include:
Analyzing utility proposals, examining accounting practices and recorded costs, and forecasting data.
Making appropriate recommendations and writing reports.
Conducting research, testifying in CPUC proceedings, coordinating with project teams, and assisting in presentations.
Performing other job‑related work as required.
Special Requirements Submit a Statement of Qualifications (SOQ) that answers the following three questions. The SOQ must be no smaller than 11‑point Arial font, single‑spaced, and no more than two pages.
Describe your experience collecting and analyzing data (quantitative and qualitative).
Describe your experience presenting ideas, information, and analysis results to diverse audiences.
Describe your experience writing persuasive and clear reports that explain complex issues and technical information.

Completed State Examination/Employment Application STD Form 678 (or electronic equivalent).

SOQ addressing the three required questions.
Final Filing Date 12/24/2025 (postmark or mailing date).
