Overview The City of Banning invites experienced municipal finance leaders to step into a pivotal role during a transformative time. The Finance Director will serve as the City’s Chief Financial Officer, overseeing Fiscal Services in a full-service municipality with General Fund, enterprise funds, and a municipally operated electric utility. The City is preparing for strategic IT upgrades that will enhance financial transparency, customer service, and internal performance. The Finance Director will play a critical role in integrating financial leadership with digital modernization. This is more than a financial management position—it is an opportunity to restore confidence, strengthen operational consistency, and guide a community back to fiscal resilience.
Key Responsibilities As Finance Director, you will:
Provide strategic financial leadership as the City’s Chief Financial Officer.
Oversee fiscal management of general and enterprise funds and a municipally operated electric utility.
Lead the preparation and implementation of strategic IT upgrades to improve transparency and performance.
Manage labor relations and financial leadership in a unionized environment.
Navigate political pressures while maintaining integrity and service.
Drive clarity, mentorship, and renewed trust within the Finance team.
Qualifications
A Bachelor’s degree in Finance, Accounting, Public Administration, or a related field (Master’s degree preferred).
At least ten years of progressively responsible public sector finance experience, including five years in a management capacity.
CPA, CGFO, or CGFM certifications are desirable.
Demonstrated success in labor relations and financial leadership in a unionized environment.
