Position Overview The City of Banning seeks a City Manager to lead the city’s growth and fiscal stability. The new City Manager will work closely with the five Council members to step forward with ethical leadership, strategic planning, and fiscal stewardship to improve services and resources for businesses and residents. Key challenges include financial/fiscal management, development of the City’s Finance Department, supervision of the animal shelter, code enforcement, labor relations, economic development, and broader organizational development.
Responsibilities
Oversee the City’s finance and budgeting functions, and build the Finance Department.
Manage the animal shelter, code enforcement, and labor relations programs.
Direct economic development and public safety initiatives, including an in‑house Police Department.
Supervise and coordinate public service operations such as water and electric utilities.
Provide strategic leadership and vision to improve city services, community development, parks, and other programs.
Qualifications
Bachelor’s degree required; Master’s degree desirable.
At least 5 to 7 years of municipal experience working with elected officials as a Chief Executive, Assistant/Deputy Chief Executive, or Department Head in a city, county, or special district of comparable size and complexity.
Experience in economic development, public safety, and management oversight of public service operations.
Proven ability to develop budgets, manage finances, and build effective teams.
