The Senior OSP Engineer is responsible for executing projects created by the Planning department, overseeing planning analysis, budgeting, and network growth. The engineer serves as the subject matter expert of outside plant facilities, managing cable sizing, counts, records, and permitting for ROWs and easements. The role ensures projects progress through required programs on time and within budget, acting as a special point of contact with internal and external stakeholders and vendors. Essential Duties and Responsibilities
Support leadership in reporting and escalations. Provide guidance, support, and training to internal FTEs and external vendors. Proactively review outside plant facilities to determine necessary upgrades and enhancements. Communicate with state, county, city, and national entities to gain information on planned projects. Coordinate with all utilities for project design and construction to utilize joint trench. Apply for all permits as required (State, DNR, City, County, Townships). Maintain and investigate ROWs and easements for releases. Communicate with all peers and departments to insure proper project planning. Maintain accurate cable records and update according to As‑Builts. Attend pre‑construction meetings for project designs. Prepare cost estimates for BDTs. Support sales, marketing, operations and regulatory as needed. Perform other duties as required to support the business and evolving organization. Mentor and train lower tier engineers to increase their technical ability and experience. Must be available to work regular business hours Pacific Standard Time. Must also be available to work on‑call, evenings and weekends as needed. Qualifications
High school diploma or GED required. Bachelor’s degree in engineering or equivalent work experience, or a minimum of three years’ experience. Minimum of three (3) years telecommunications outside plant construction project management. Minimum of three (3) years’ experience in ROW, private easement and permitting with local, state, and federal entities. Must be able to demonstrate knowledge of outside plant design, cable count layout and capacities. Must have and maintain a valid driver’s license, auto insurance, and satisfactory driving record. Essential functions may require maintaining the physical condition necessary for bending, stooping, sitting, walking, or standing for prolonged periods. The employee must occasionally lift and/or move up to 25 pounds. Specific vision abilities required include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus. Work Environment
