POSITION TITLE Treasurer / Chief School Business Official
QUALIFICATIONS
Bachelor’s degree with a minimum of 24 credit hours in accounting and a cumulative GPA of at least 2.5.
Three (3) years of administrative or related work experience (experience as a school business official preferred).
Broad knowledge of public school system operations preferred.
Demonstrated ability to communicate effectively—both orally and in writing.
Knowledge and understanding of generally accepted accounting principles (GAAP) for governmental entities preferred.
CPA certification and/or MBA preferred.
REPORTS TO Superintendent
JOB GOAL To administer and safeguard the financial affairs of Boone County Schools by ensuring accurate accounting practices, responsible budget development, transparent reporting, strong internal controls, and effective leadership of all business office functions. The Treasurer/CSBO will complete all tasks associated with budget preparation, financial reporting, payroll oversight, accounts payable, treasury management, and the monitoring of school-level accounts to ensure compliance and timely resolution of audit findings.

PERFORMANCE RESPONSIBILITIES
Attends Board of Education meetings and provides financial reports as requested by the Superintendent.
Oversees and directs all finance operations, including accounting, budgeting, and treasury functions to develop and manage the annual operating budget; compiles budget requests and presents recommendations to the Superintendent.
Manages treasury functions—including investments—in accordance with state law and Board policy.
Maintains strict budgetary controls to ensure all expenditures align with the adopted budget.
Prepares and monitors fiscal allocations to schools, departments, and system programs.
Provides leadership to directors and administrators who maintain departmental budgets.
Monitors all areas of the operating budget and conducts financial analyses as requested.
Reviews requests for budget adjustments and recommends approval of budget transfers to the Superintendent.
Reviews supplemental budget projects and recommends approval of budget supplements.
Prepares monthly financial statements detailing revenue, expenditures, and fund balances and distributes them to the Board and Superintendent.
Prepares monthly financial reports for all special program revenues and expenditures.
Oversees and fulfills all responsibilities related to the capital asset inventory system.
Provides or coordinates periodic training for school staff regarding financial reporting requirements.
Ensures completion of annual audits for all school accounts and oversees timely corrective actions for findings.
Works collaboratively with district departments to fully develop revenue sources and maximize resources.
Submits all required reports to the WVDE Office of School Finance and/or WVBE, ensuring timely compliance.
Completes all tasks related to Medicaid quarterly and annual cost reporting.
Oversees preparation of the annual financial statements and coordinates the annual financial audit.
Maintains ethical financial practices and internal controls consistent with required standards.
Participates in administrative decision‑making as a member of the Superintendent’s Leadership Team.
Provides effective leadership for all finance department staff.
Conducts performance evaluations for all employees supervised by the Treasurer/CSBO.
Engages in continuing professional development and maintains authorization as a Chief School Business Official.
Works cooperatively with school administrators, county personnel, and WVDE staff in matters related to finance.
Supports personnel decision‑making by providing timely financial analyses, including the availability of funds dedicated to maintaining staffing levels, forecasting personnel sustainability, and advising on fiscal impacts of staffing changes.
Performs all other duties as assigned by the Superintendent.

SALARY Based upon the Boone County Schools Salary Index
EVALUATION Performance will be evaluated annually in accordance with West Virginia Board of Education Policy 5310.
